RECOMMENDED ACTION:
Adopt Resolution No. 20 00 -$?J to establish the process for creating the City of Carlsbad Residential Traffic Management Program.
ITEM EXPLANATION:
Streets in Carlsbad serving residential areas have a multi-purpose component to them. While
facilitating automobile travel to the collector streets and arterial streets, automobiles share space
on these residential streets with bicyclists, pedestrians, public transit and various types of service
vehicles and trucks. Each residential street experiences the occasional high speed vehicle or intrusion by the occasional unwanted cut-through vehicle. Problems arise when these
occurrences, real or perceived, become excessive. At that point, the livability and safety of a
residential neighborhood is compromised. In turn, these traffic pressures created on the residential street result in complaints to the City.
Carlsbad is committed to the high value of neighborhoods being a place where residents feel safe and unburdened from high speeds and high traffic volumes on residential streets. Programs are
currently in place to address these type of neighborhood concerns through strategies implemented by the Police Department and Engineering Department. Positive results have been
achieved.
As growth in Carlsbad continues, and more complaints are generated, residents are increasingly
asking for physical features to be placed on the roadway to slow vehicle speeds or keep unwanted vehicles out of the neighborhood. The growing popularity of “traffic calming” is one
such way to address the problem of speeding and excessive volumes on a residential street.
Development of a City of Carlsbad Residential Traffic Management Program (e.g., traffic calming
program) is an effective way to establish a comprehensive plan that addresses citizen concerns
through defining policies and guidelines, factors or strategies to be employed to solve problems
and conditions for their use. It establishes a planning’ process to include all potentially affected
parties and/or individuals, called stakeholders, that have interest on a particular street into the dialog of potential physical changes to the roadway environment. Stakeholders include residents,
police and fire personnel, transit operators, trash collection personnel and other potential special interest groups. Collectively, the stakeholders work through a collaborative process to determine
the residential community’s issues and concerns and address advantages and disadvantages of
placing traffic management devices on the street.
The City Council has, on occasion, addressed citizen concerns with regard to speeding on
residential streets. Staff has been directed to return to the City Council with a methodology to
formally implement a residential traffic management program. The first step recommended in this process is for the City Council to establish a citizens committee to work with staff and develop the
City of Carlsbad Residential Traffic Management Program.

Staff has set a goal to complete the committee work within 12 months and to present the final
document for adoption by the City Council. Critical outcomes to be identified in the residential traffic management program include a clear definition of goals and objectives, to define the
policies for implementing the program, develop the strategies and features to be considered as
solutions to the problem(s), establish the public involvement process to be utilized in the program, and to establish the measures of effectiveness for the program. The program will include a
priority system for implementation of devices on the roadway, a construction methodology for the
devices, funding aspects, test case procedures, a removal strategy for unwanted devices and
aesthetic issues.
In accordance with Carlsbad Municipal Code Section 2.06.070 the Mayor, with the approval of the
City Council, will make appoints to the citizens committee for the program.
It is staffs recommendation that the citizen committee be comprised of seven Carlsbad residents.
One each would be a member from the Traffic Safety Commission and Planning Commission and
the other five selected by the Mayor and City Council. The residential management program
would address concerns throughout the City of Carlsbad and is not focused on only one portion of
the City or a few select streets.
Committee members would be informed about residential traffic management strategies and its applicability for Carlsbad through presentations by staff and invited professionals in the field,
viewing appropriate videos, field trips to other agencies that use traffic management devices,
perhaps a seminar and an extensive amount of reading material. Meetings would be twice a month, with an occasional additional meeting or field trip during the month. The end result will be
a written document containing the City of Carlsbad Residential Traffic Management Program.
FISCAL IMPACT:
Expenditures of staff time and necessary supplies, equipment, and materials will be required in
order that the committee may complete their work thoroughly and expeditiously. It is estimated that approximately $10,000 will be required to support the residential traffic management citizen
committee. Sufficient funds exist in the 1999-2000 Engineering Department budget.
ENVIRONMENTAL REVIEW:
Formation of the committee is intended to facilitate information collection, studies and to provide
recommendations and will not result in any adverse environmental impacts at this stage and,
therefore, is categorically exempt under CEQA pursuant to regulations 15262 and 16306.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ESTABLISHING THE PROCESS FOR
CREATING THE CITY OF CARLSBAD RESIDENTIAL TRAFFIC MANAGEMENT PROGRAM.
WHEREAS, the City of Carlsbad Circulation Element of the General Plan is a
comprehensive plan for the circulation of people, goods and services in a safe and efficient
manner; and
WHEREAS, a goal of the Circulation Element is to have “A City with an integrated
transportation hetwork serving local and regional needs which accommodate a balance of
different travel modes based on safety, convenience, attractiveness, costs, environmental and
social impacts”; and
WHEREAS, the City Council has established a strategic goal to integrate a
comprehensive, efficient transportation system with quality of life-centered land use decisions;
and
WHEREAS, the City Council has determined that speeding and excessive traffic volumes
on residential streets are to be discouraged; and
WHEREAS, the City Council desires to formalize a program to address citizen concerns
regarding speeding and excessive traffic volumes on residential streets; and
WHEREAS, the City Council has determined that a citizen committee shall be formed to
develop strategies and recommendations to address residential neighborhood speeding and
excessive traffic volume concerns; and
WHEREAS, the committee will develop a. written document of policies and procedures
and provide recommendations that formalizes the City of Carlsbad Residential Traffic
Management Program.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That a not-to-exceed seven-person committee of Carlsbad residents will be
formed consisting of one Traffic Safety Commission member, one Planning Commission member
and five citizens-at-large in accordance with Carlsbad Municipal Code Section 2.06.070.

1 3. That after careful study, public input and consideration of all relevant and
2 appropriate information on residential traffic management, the committee will make its report and
3 findings to the City Council within 12 months after its formation. After delivering its report and
4 recommendations, the committee’s work is completed and shall be automatically dissolved
unless another City Council resolution extends it. 5 4. The meetings of the citizens committee shall be open and public and any person
6 may attend. The committee shall select a chairperson from its members and shall conduct its
7 meetings in general conformance to City Council procedures, It shall allow a reasonable
8 comment period on each of its meetings for public comment.
9 5. The committee shall be given all necessary support, supplies, materials,
10 assistance of experts, and other resources necessary for the expeditious completion of its work.
11 The Public Works Director or his designee shall be an ex-officio member of the committee and
12 shall attend all of its meetings and assist it in the conduct of its business,
13 6. That the City Clerk’s office will receive applications from those residents
14 expressing an interest to serve on the committee.
7. That the Carlsbad residents will be selected by and the committee formed by the

City Council in April, 2000.
