RECOMMENDED ACTION:
That the City Council approve and authorize staff to conduct a feasibility study on the
privatization of the police firing range.
ITEM EXPLANATION:
Currently, the Carlsbad Police utilize an existing firing range that is located near the
Palomar Airport. Due to the layout and development of the new Municipal Golf Course, the
firing range will need to be relocated. Current plans specify that the range be relocated to’
the Calavera Lake area. Based upon the need to site a new firing range, and per the
Mayor’s request, staff is seeking the Councils’ approval and authorization to conduct a
feasibility study on the possible privatization of the firing range. This study would look at the
different options available to the City, potential sites where a new range would be located,
impacts to the Police department, and provide a cost benefit analysis on this project.
FISCAL IMPACT:
As the City will need to retain a consultant who has expertise in assessing these types of
issues, staff recommends that the Council authorize staff to enter into an agreement not to
exceed $25,000.
