H AVENIDA ENCINAS TO ITS INTERSECTION WITH CARLSBAD BOULEVARD RECOMMENDED ACTION: Introduce Ordinance No. /VS-S3q to establish a NO PARKING zone on the west side of Ponto Drive (South) from Avenida Encinas to its intersection with Carlsbad Boulevard. ITEM EXPLANATION: Ponto Drive north of Avenida Encinas is a two-lane roadway that serves as a collector road. A portion of the road is constructed with curb and gutter, sidewalks and street lights. Within this section, the road has a curb-to-curb width of 32 feet. The unimproved portion of Ponto Drive is an older, narrow paved section without curb and gutter or sidewalks and is posted for NO PARKING ANYTIME on the west side due to the narrow roadway width. Staff received a concern raised by a Carlsbad resident that with vehicles parking on both sides of the road, the road becomes too narrow for two-way traffic. A parking lane is assumed to be eight feet wide. The minimum width of a road for fire trucks according to the Uniform Fire Code is 20 feet and in Carlsbad the minimum standard is 24 feet. Allowing parking on one side of Ponto Drive provides for the minimum 24-foot roadway width for driving purposes and for the fire truck to stop and attach fire hoses and still have room for another fire truck to pass. At this time, parking is prohibited on both sides of Ponto Drive from 1 I:00 p.m. to 5:00 a.m. As stated, on the unimproved portion there currently.exists signs stating NO PARKING ANYTIME on the west side. At the February 7,200O meeting of the Traffic Safety Commission, because of the 32-foot roadway section, the Commission recommended by a 4-O vote that a NO PARKING zone be established on the west side of Ponto Drive beginning at Avenida Encinas and continuing northerly to its intersection with Carlsbad Boulevard. FISCAL IMPACT: Installing six NO PARKING ANYTIME signs will cost approximately $750. EXHIBITS: 1. Location Map. 2. NS-539 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.40, OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF SECTION 10.40.127(a) TO DECLARE A NO PARKING ZONEON THE WEST SIDE OF PONTO DRIVE (SOUTH) FROMAVENIDA ENCINAS TO ITS INTERSECTION WITH CARLSBAD BOULEVARD. The City Council of the City of Carlsbad. California, hereby ordains as follows: ’ SECTION 1: That Title 10, Chapter 10.40 of the Carlsbad Municipal Code is amended by the addition of 10.40.127(a) to read as follows: 9 “10.40.127 Parkina Time Limit on Ponto Drive (south). 10 11 12 13 14 15 16 17 (a) There will be no parking on the west side of Ponto Drive from Avenida Encinas to its intersection with Carlsbad Boulevard.” and to redesignate existing section 10.40.127 to 10.40.127(b). EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption.
