ADOPTION OF ORDINANCE NO. NS-538
AMENDING CHAPTER 10.42 OF THE CARLSBAD
MUNICIPAL CODE ESTABLISHING A SPECIAL
ENFORCEMENT UNIT FOR DISABLED PARKING

RECOMMENDED ACTION:
Adopt Ordinance No. NS-538 amending Chapter 10.42 of the Carlsbad Municipal Code to
add a section establishing a special enforcement unit for the purpose of enforcing state and
local disabled parking laws.
ITEM EXPLANATION:
Ordinance No. NS-538 was introduced and first read at the City Council meeting held on
April 11, 2000. The second reading allows the City Council to adopt the ordinance, which
would then become effective in thirty days. The City Clerk will have the ordinance published
within fifteen days, if adopted.

AN ORDINANCE OF THE CITY COUNCIL OF THE Cl-l-Y
OF CARLSBAD, CALIFORNIA, TO AMEND CHAPTER
10.42 OF THE CARLSBAD MUNICIPAL CODE TO ADD A
SECTION ESTABLISHING A SPECIAL ENFORCEMENT
UNIT FOR THE PURPOSE OF ENFORCING STATE AND
LOCAL DISABLED PARKING LAWS
follows:
The City Council of the City of Carlsbad, California, does ordain as
SECTION I: That Chapter 10.42 of the Carlsbad Municipal Code is
amended by the addition of the following section:
“10.42.020 Special enforcement unit for disabled parkinq
violations.
A special enforcement unit is established for the enforcement of violations
of state and local disabled parking laws. The members of the special enforcement unit
shall be volunteers of the police department and shall be designated by the chief of
police, subject to the requirements of California Vehicle Code section 22507.9. The
chief of police shall also determine the equipment and uniforms to be issued to
members of the unit, subject to the requirements of California Vehicle Code section
22507.9.
Nothing in this section shall preclude City police officers or authorized City
employees from engaging in similar enforcement activities.”
EFFECTIVE DATE: This ordinance shall be effective thirty days after its
adoption and the City Clerk shall certify the adoption of this ordinance and cause it to
be published at least once in a newspaper of general circulation in the City of Carlsbad
within fifteen days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of the Carlsbad City
Council on the 11 th day of April ,2000, and thereafter
