RECOMMENDED ACTION:
That the City Council hear the presentation by Resource Conservation District staff.
ITEM EXPLANATION:
The Resource Conservation District (RCD) has been administering three programs in Carlsbad over
the past several years: (1) Stormwater Management and Implementation Plan, (2) Carlsbad
Watershed Network, and (3) Agricultural Grants Program. The City received a letter from the
Agricultural Grants Administrator, Patty McDuffee (Exhibit 1) offering to make a presentation to the
City Council on the highlights of these three projects.
The nature and purpose of the presentation is the share with the Council, and the community, the
on-going efforts and results of these programs.
ENVIRONMENTAL:
There will be no environmental impacts associated with the Council presentation.
FISCAL IMPACT:
None.

The Resource Conservation District of Greater San Diego has administered the Carlsbad
Agricultural Program for ten years. In addition to the Carlsbad Agricultural Program, the
RCD has coordinated and continues to lead the Carlsbad Watershed Network (CWN)
effort. The RCD also helped develop the Carl&ad Stormwater Management and
Implementation Plan. Historically, as the Agricultural Grant Program Administrator, I
have given oral presentations and/or written reports on the funded agricultural projects at
the Councils pleasure.
RCD staff would be happy to give a presentation regarding each of these pqrship
programs to the City Council, if they so desire. April 1 I, 2$X@ would be our first choice
to be placed on the agenda for a presentation, but would consider alternative April dates.
