GEE TRAFFIC MANAGEMENT PROGRAM CITY MGR. m RECOMMENDED ACTION: Adopt Resolution No. 2060 - 135 forming the citizens committee to develop the Carlsbad Residential Traffic Management Program. ITEM EXPLANATION: At the City Council meeting of March 21, 2000, staff was directed to return with documents to establish a citizens committee to develop the Carlsbad Residential Traffic Management Program. This program will establish the process that can be used to address public concerns about speeding and unnecessary traffic volumes (cut-through traffic) on neighborhood streets. This type of program is often referred to as one with traffic calming measures or strategies that are used as a self-enforcing method of slowing vehicles or helping to reduce unwanted traffic volumes in a neighborhood. The purpose of the Carlsbad Residential Traffic Management Program will be to reduce speed and volumes to acceptable levels based upon the street classification. It is intended that the formal process developed by the citizens committee can be used in reaction to a citizen request for action or proactively, where staff identifies problems and initiates action. The citizens committee will document and recommend to the City Council the devices or strategies that are acceptable to be used in Carlsbad and the planning and implementation process that a citizen or group of citizens would follow to initiate traffic calming on their street or in their neighborhood. Among the topics that could be included in the Carlsbad Residential Traffic Management Program are: 0 0 0 l 0 a 0 0 0 l l 0 How to initiate traffic calming project requests Preliminary review process Petition-to-study Plan development Test procedures of temporary installations Evaluation procedure Ballot to install permanent features City Council action or CIP process for funding Construction of devices Monitoring Removal policy After construction monitoring In the course of developing the Carlsbad program, there are certain non-negotiable parameters that must be complied with by the Committee. These include: l Adherence to State law 0 Satisfactorily addressing legal/liability issues 0 Preservation of reasonable emergency vehicle access and response times 0 Maintaining reasonable vehicular access 0 Appropriate use of devices or strategies 0 Establishing a specific procedure to follow for traffic calming Page 2 of Agenda Bill No. I >. , 7 / 3 The City Council will form a seven-person committee of Carlsbad residents that will review the state of practice in traffic calming, develop the procedures and process, provide recommendations and present the program to the City Council for approval. Staff estimates that the Committee work effort will take place over the next twelve months with meetings held a minimum of twice a month with occasional additional field trips. At the end of twelve months, after their formation, unless the City Council extends the Committee by resolution, the Committee work will be complete and automatically dissolved. FISCAL IMPACT: Expenditures of staff time and necessary supplies, equipment, and materials will be required in order that the Committee may complete their work thoroughly and expeditiously. It is estimated initially that approximately $10,000 will be required to support the residential traffic management citizen committee. Sufficient funds exist in the 1999-2000 Engineering Department budget. ENVIRONMENTAL REVIEW: Formation of the Committee is intended to facilitate information collection, studies and to provide recommendations and will not result in any adverse environmental impacts at this stage and, therefore, is categorically exeempt under CEQA pursuant to regulations 15262 and 16306. WHEREAS, the City Council adopted Resolution No. 2000-95 at their meeting of March 21,200O to establish the process for creating the City of Carlsbad Residential Traffic Management Program; and WHEREAS, the City Council determined that seven Carlsbad residents would be appointed to the citizens committee to address concerns with speeding and excessive traffic volumes on residential streets and residential collector roads; and WHEREAS, the Committee is directed to consider all relevant information on residential traffic management (traffic calming) in formulating its recommendations to the City Council including, but not limited to, current practices, legal and liability issues, aesthetics, neighborhood compatibility, vehicle access, emergency response times, safety issues, financing, construction considerations, citizen involvement and to consider all applicable laws; and WHEREAS, the Committee will develop a written document of traffic calming issues, policies and procedures and provide recommendations to the City Council that formalizes the City of Carlsbad Residential Traffic Management Program. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. There is hereby formed a not-to-exceed seven-person committee of Carlsbad residents in accordance with Carlsbad Municipal Code Section 2.06.070. 3. That after careful study, public input and consideration of all relevant and appropriate information on residential traffic management, the Committee will make its report and findings to the City Council within twelve months of its formation. After delivering its report and recommendations, the Committee’s work is completed and shall be automatically dissolved unless another City Council resolution extends it. 4. The meetings of the citizens committee shall be open and public and any person may attend. The Committee shall select a chairperson from its members and shall conduct its meetings in general conformance to City Council procedures. It shall allow a reasonable comment period on each of its meetings for public comment. 1 5. The Committee shall be given all necessary support, supplies, materials, 2 assistance of experts, and other resources necessary for the expeditious completion of its work. 3 The Public Works Director or his designee shall be an ex-officio member of the Committee and shall attend all of its meetings and assist it in the conduct of its business. 4 6. The Committee shall make its report to the City Council by May 15, 2001 unless, at ’ the request of the Committee, it is impractical to do so and the City Council has determined a 6 different date. 7 7. The Committee will develop recommendations such that they adhere to State law, 8 satisfactorily address legal and liability issues, preserve reasonable emergency vehicle access 9 and response time, maintain reasonable vehicular access, use appropriate devices and/or IO 11 12 13 14 16 16 strategies and establish a specific procedure for citizens or staff to follow to initiate traffic calming on residential streets and residential collector roads. 8.
