RECOMMENDED ACTION:
Receive a presentation from the North County Transit District (NCTD) on their IO-year
strategic plan, titled Fast Forward: Transit Solutions for the 27” Century.
ITEM EXPLANATION:
The City Council provides an opportunity for citizens and organizations to have an item
placed on a City Council Agenda by submitting a letter to the City Manager. Attached is a
letter (Exhibit 1) from the North County Transit District (NCTD) requesting to provide an
informational update on NCTD’s IO-year strategic plan, which has come to be known as the
Fast Forward project.

North County Transit District (NCTD) has undertaken a major strategic planning process that we are calling Fast Fonvnrd: Trmsit Solutions for tll L t 21” C’wtwy. This project is intended to set the course for
public transit in the North County area for the nest ten years. Late last summer, an NCTD representative
made a presentation introducing the Frost Forward prqject to your City Council. Since that time, the
NCTD staff and consultants have been veq busy and ~uuch progress has been made on this important
project.
The NCTD Board and I would like nn opportunity IO update the City Council on the Fmt Fonvrrrd project
and what it can mean to your communit\;. Toward that end. we would greatly appreciate it if you could designate a member of pour staff to contact Teresa Morales at NCTD to coordinate the scheduling of a
brief presentation by NCTD to the City Council. Teresa can be reached at (760) 967-2849.
NCTD wants to work closely with all North Comity communities to ensure that the outcome of this process will result in services that add value and meet the highest priority needs. If you have any questions or need
