PUR FIRE TRUCK AND APPROPRIATION CITY ATTY@ DEPT. ,f;-16-00 OF FUNDS CITY MGR. %y RECOMMENDED ACTION: Staff recommends Council adopt Resolution No,&)00 -/47, approving the purchase of a fire truck from Seagraves Fire Apparatus Inc., and authorizing an appropriation of additional funds. I ITEM EXPLANATION A new fire truck is budgeted for purchase in the 1999-2000 fiscal year to replace a 1987 Ford currently in the fleet. Two Seagraves fire trucks were purchased 1996 and have provided excellent service. Purchase of another Seagrave will provide a quality apparatus with the additional advantage of familiarity for both operators and our maintenance staff. Section 3.28.160 of Carlsbad Municipal Code provides for the Purchasing Officer to purchase equipment through cooperative purchasing programs with the other public agencies when the agency has made their purchase in a competitive manner. On April 16,1999, following a formal bidding process, the City of Mountain View received the lowest responsive bid for a Seagraves fire truck from Allstar Fire Equipment, the area Seagraves dealer. On May 5, 1999 a purchase order was issued to Seagraves Fire Apparatus in the amount of $358,783.66. This bid included a public agency clause, allowing other governmental agencies to purchase like units under a Cooperative Purchase Arrangement. Fire Department staff consulted with Allstar Fire Equipment to make some minor configuration changes to the apparatus to better meet our needs. The total price of the apparatus as manufactured for Carlsbad is $361,799.72 including tax. In preparation for the 1999-2000 fiscal year budget, Fire and Fleet Department staff arrived at a recommended funding of $350,000 based on costs of past purchases, adjusting for inflation, and discussions with vendors. However, inadvertently the preliminary estimate of $300,000 for this purchase was not revised to reflect the new estimate prior to the budget submittal. In addition, staff did not anticipate the most recent National Fire Protection Association mandated requirements. Newly mandated electrical systems requirements for safety lighting interlocks for undercarriage lights, light bars, Opticom, alley lights, safety warning strobes, power supplies, load managers and A/C power generator. Other new requirements call for improved mirrors, safety seating, wheel chock system and factory reflective stripping. These unanticipated items contributed $15,000 to the purchase price. FISCAL IMPACT Currently $300,000 is budgeted for this purchase. An additional $62,000 is required. Staff is requesting the appropriation of this amount from the Vehicle Replacement Fund. Resolution No. &J% -/q7 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 2ooo-147 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE PURCHASE OF A FIRE TRUCK WHEREAS, the City of Carlsbad wishes to replace an old fire truck, and; WHEREAS, Section 3.28.160 of the Carlsbad Municipal Code provides that the City may participate in cooperative purchasing programs with other public agencies, and; WHEREAS, the City of Mountain View used formal bidding procedures, with a public agency clause, to purchase a Seagraves fire truck , and; WHEREAS, Seagraves has offered to sell the City of Carlsbad a Seagraves fire truck for $361,799.72. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. The Finance Director is authorized to appropriate $62,000 from the Vehicle Replacement Fund. 2. The Purchasing Officer is hereby authorized and directed to issue a purchase order to Seagraves Fire Apparatus Inc. in the amount of $361,799.72. PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad held on the 16th day of May , 2000, by the following vote, to wit: AYES: Council Meinbers Lewis, Hall, Finnila, Nygaard and Kulchin NOES: None ABSENT: None
