PW CITY MGR2& RECOMMENDED ACTION: Adopt Resolution No. 2060*/q? approving the City of Carlsbad’s application to the California Integrated Waste Management Board (CIWMB) Used Oil Block Grant Program and authorizing the Deputy Public Works Director or designee (Public Works/Maintenance & Operations Management Analyst) as signature authority for all related grant documents, i.e. correspondence and reports. ITEM EXPLANATION: The California Oil Recycling Enhancement Act authorizes the collection of four cents for every quart of lubricating oil sold, transferred or imported into California. A portion of these funds is available to local governments in the form of non-competitive block grants for establishing used oil collection programs which encourage recycling of used oil. The grant award to Carlsbad is $26,973 for 2000 - 2003. Firestone, Jiffy Lube, Ken Grody Ford are local businesses which are certified as used oil collection centers by the CIWMB. Residents may bring used oil to any of these centers to be recycled free of charge, and receive the four cent deposit per quart. Staff used a previous block grant award to develop a comprehensive public education program. The current (1997-2000) block grant award was slated primarily for the placement of a used oil drop-off site at Palomar Airport for use by private pilots. This program was postponed due to higher airport priorities, however, the CIWMB has agreed to “roll-over” the funding to the upcoming year’s program. Staff anticipates presenting a contract with Solana Recyclers for grant administration services early fiscal year 2000-01. FISCAL IMPACT: The estimated revenue to the Solid Waste Enterprise Fund is $26,973. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. The submittal of the 2000/2003 Used Oil Block Grant application is approved. 3. The Deputy Public Works Director, Management Analyst, or designee are appointed as the signature authorities for the project. Also, included in this packet is a budget description, spending projection plan and application. Palomar Airport Used Oil Collection Center: . Completion of a Used Oil Recycling Collection Center at the airport in 2001. Started in Year 3 of Block Grant Cycle 5. Palomar Airport‘has requested an extension of the timeline of the project from the City of Carlsbad’s current Block Grant Cycle 5 into the upcoming Block Grant Cycle 6. The extension is requested because of the number of projects and commitments that McClellan-Palomar Airport is currently undertaking, which should be completed or near completion by December, 2000. Due to their facility redevelopment plans, they are requesting to begin the work on the Used Oil Collection Center in March, 2001. Used Oil Collection Centers: . Site Visits - Maintain communication and relationships with collection centers. . Provide auxiliary equipment support if needed. Sample items include: filter crushers, halogen sniffers, funds for expansion of collection tanks, and/or oil collection containers. . Surveys - as required under the reporting process, conduct surveys of centers to determine amounts of oil collected, demographics, filters, etc. . Research qualifications for including oil disposal costs into cycle 6. . Evaluate need for additional collection center west of Interstate 5. Used Oil/Household Hazardous Waste Publication: . Create an inclusive used oil / household hazardous materials (HHW) brochure, including educational text as well as oil collection centers and listing of the local HHW facilities. Brochure to be printed both in English and Spanish. The Spanish translation is researched to address cultural concerns and issues. . The above brochure would include the l-800-Cleanup phone number and website. The number is a national environmental hotline that is tailored to local a jurisdiction’s needs. The I-800-Cleanup phone number/web site includes the local used oil collection centers. SRI would monitor the website/phone number to ensure correct information and update any changes that occur. Re-refined Oil: . Evaluate the use of re-refined oil (RRO) in City of Carlsbad’s fleet, pending approval from City Council. The purchase of RR0 would potentially be within the Recycled Products Purchasing Cooperative (RPPC). . Create training pamphlet and fact sheet for city employees and operations managers. as well as gather testimonials, case studies, and videos if needed, for any staff training. . Create a public education brochure and outreach regarding the use of RR0 their own cars. Conununiiy Events: . Oil Collection/Tire Amnesty Day - Evaluate potential of holding the event at Firestone located near El Camino Real Mall. SRI would solicit Firestone to accept the used tires at a discounted rate. . Oil Collection Container Giveaway Event - to be held at either a collection center, or community event or potentially at the above mall. . Develop advertising/promotional materials for above event. Public EducatiunPublic Relations: . Create a Public Education campaign with “characters and/or designs” approved by the City of Carlsbad. Campaign would include: Slides in movie theaters, bus benches, and bill board advertising. Campaign will also include promotional give-aways, such as magnets which would list the local High School Football Team’s schedule. 6 . Write articles for City Newsletter and Coast Waste Newsletter. School Education: . Evaluate school presentation programs to determine if duplication of presentations is being conducted in the city. . Create school education material. . To host a school environmental day, with games and activities (Elementary Level). . High School Auto Shop Workshop on Used Oil Recycling. Workshops: . Hosted at a used oil collection center, workshops on “How to Change Your Motor Oil” will be given. They can be tailored to women only or to a general audience. General Administration of Contract: . Prepare and write grant application. . Prepare and write all grarit reports and required documents. Reports are semi-annual in February and August of each year. .
