PLN & CITYMGRX r-- RECOMMENDED ACTION: That the City Council ADOPT Resolution No. d-OM-/S a to direct staff to: (1) prepare an administrative policy which specifies that all infill residential projects requiring a discretionary or administrative permit and bordered on a minimum of two sides (property lines) by existing single family residential development shall be required to post project notices on the project site and (2) amend the City’s application requirements form(s) to require the posting of project site notification signs consistent with this administrative policy and to require the submittal of photo-simulation exhibits for infill residential projects. ITEM EXPLANATION: On April 19, 2000, the City Council conducted a public workshop on Residential lnfill Development. This workshop addressed the primary community concerns associated with infill development in the City of Carlsbad, those factors that influence the design of infill projects and approaches for the City Council to consider for improving the review process for residential infill development projects. These alternatives included: neighborhood workshops presented by the developer and attended by staff; photo-simulation of the proposed residential project from all sides; public noticing during early project review; posting of on-site project notice signs; development of a View Protection Ordinance; the placement of on-site story-poles; development of an lnfill Development Ordinance; City Council review of all residential infill projects; and adoption of a Floor Area Ratio (FAR) standard. At the conclusion of the staff presentation and Council discussion of these residential infill development project review alternatives, the City Council approved two new additional disclosure/review requirements for infill residential projects including: (1) the posting of on site project notice signs and, (2) the submittal of photo-simulation exhibits. The Council concluded that these two additional requirements would improve the neighborhood disclosure/review process for infill residential projects in that the requirement to post on-site project notice signs will increase neighborhood awareness of proposed development projects and that scaled photographic representations of the developed project in the context of the existing neighborhood will be more understandable to the neighborhood residents than plans. The project notice signs would be required to be posted on-site at two times: (1) upon City determination of completeness of a formal project application; and (2) concurrent with the public notice period for a public hearing for the project. The photo simulation exhibits should include views of the project from adjacent streets and existing developed properties. The City Council directed staff to process a Resolution for purposes of fully disclosing to the public the Council’s action on this matter and to direct staff to initiate the required activities to implement these new requirements for residential infill development projects. Is,74 ENVIRONMENTAL IMPACT The adoption of the Resolution is statutorily exempt from CEQA review since there is no possibility that this activity will have an adverse effect on the environment. FISCAL IMPACT: An expenditure of staff time will be required to process the administrative policy and application form revisions. The anticipated time for completion is approximately 1 week. BE IT RESOLVED by the City Council of the City of Carlsbad, California, that on April 19, 2000, the Carlsbad City Council conducted a public workshop on Residential lnfill Development and approved two new disclosure/review requirements for all infill residential projects requiring a discretionary or administrative permit and bordered on a minimum of two sides (property lines) by existing single family residential development including: 1) the posting of on-site project notices signs and, 2) the submittal of photo-simulation exhibits. The City Council directed staff to process a Resolution for purposes of fully disclosing to the public the Council’s action on this matter and to direct staff to initiate the required activities to implement these new requirements for residential infrll development projects. BE IT RESOLVED by the City Council of the City of Carl&ad, California, that: the City Council of the City of Carlsbad hereby directs staff to prepare an administrative policy which specifies that all infill residential projects requiring a discretionary or administrative permit and bordered on a minimum of two sides (property lines) by existing single family residential development shall be required to post project notices on the project site and amend the City’s application requirement forms to require the posting of project site notification signs consistent with this administrative policy; and to require the submittal of photo-simulation exhibits for infill residential projects.
