PW/GS RECOMMENDED ACTION: Approve Resolution No. abob*/& authorizing the City Manager to procure the necessary equipment, services and supplies to provide building repairs to the Senior Center. ITEM EXPLANATION: When Facilities staff opened the Senior Center building on Monday morning, April 10, 2000, they discovered that flooding had occurred in a major portion of the facility. The flooding was caused from a broken sink inlet pipe. The water had apparently been running for at least fourteen hours. There was substantial damage to the Senior Center as a result of the flooding. The administrative offices received the most damage (the lounge area also experienced flooding). The perimeter and exterior walls, as well as the furniture in the administrative offices were all damaged. The water damage also percolated into the walls of the major hallway of the building. Currently, Senior Center administrative staff is working out of boxes and on a concrete floor. Expenses of $19,000+ have already been incurred (Stanley Steemer) to dry out and expose the damaged areas. Staff estimates it will cost an additional $106,000 to repair and refurbish the Senior Center. With the City stressing the need to keep the Senior Center operational during the reconstruction process (much of the work will be done during weekends), staff is requesting authorization to procure the necessary equipment, services and supplies to make the repairs without going through the normal competitive bidding process. The normal competitive bidding process would delay these repairs for several months. Since the Senior Center is a very heavily used facility (serving over 250 people a day), staff believes it is important that this public building be returned to its top condition in a timely and efficient manner. The California Public Contracts Code, Sections 20168 and 22050, allow for an informal bidding process during emergency situations if approved by a four-fifths majority vote of the City Council. FISCAL IMPACT: A claim has been filed with the City’s insurance carrier. The City is responsible for paying the first $5,000 as a deductible amount. Staff estimates the total cost to repair the building is approximately $125,000. Of this amount, $120,000 will be reimbursed to the City through the insurance claim. Staff is also recommending an increase in appropriations for Building Repairs of $125,000. This results in a decrease in the General Fund balance of $5,000. EXHIBITS: 1. That the above recitations are true and correct. 14 2.
