RECOMMENDED ACTION:
Adopt Resolution No. &QID - 1‘7 ?/ approving contract documents, scope-of-work and
specifications, and authorizing the City Clerk to advertise for bids to provide solar system renovations at the Carlsbad Swim Complex, Contract No. FACOO-09.
ITEM EXPLANATION:
The Carlsbad Swim Complex has been in operation for over seventeen years and its solar heating
system needs to be replaced. The system, which has exceeded its twelve-year life expectancy by
several years, currently has over 100 small leaks and is beyond repair. The estimated cost is
$90,000, which will cover the removal of the old panels, installing and testing the new solar panels,
and on-site operator maintenance training for the new system. Staff estimates that the new solar
system will save the City between $17,000 to $20,000 a year in energy costs.
Contract documents and specifications are on file in the Public Works/General Services office.
This project will address the Council Goal as described below:
Strategic Goal A: “Ensure the effective and efficient delivery of top-quality services to our
community.”
Operational Goal A4: “Construct, maintain and operate facilities that support top-quality Service delivery in conformance with City budgets and standards.”
FISCAL IMPACT:
The estimated cost for this project is $90,000. Funding for this project is available in the Capital
Outlay Program account. Staff estimates that the new solar system will save the City between $17,000 to $20,000 a year in energy costs.

RESOLUTION NO. 2000-174
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING CONTRACT DOCUMENTS, SCOPE-OF-WORK
AND SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO ADVERTISE
FOR BIDS TO PROVIDE SOLAR SYSTEM RENOVATIONS AT THE CARLSBAD
SWIM COMPLEX CONTRACT NO. FACOO-09
WHEREAS, the contract documents, scope-of-work and specifications for the furnishing of
all labor, material and equipment necessary to provide solar system renovations at the Carlsbad
Swim Complex, Contract No FACOO-09, have been prepared and are on file in the Public
Works/General Services and are incorporated by reference herein; and
WHEREAS, sufficient funds are available for this project in the Capital Outlay budget.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the contract documents, special provisions and specifications on file are
hereby approved.
3. That the City Clerk of the City of Carlsbad is hereby authorized and directed to
proceed to publish, in accordance with law, Notice Inviting Bids for the work of said contract
documents, special provisions and specifications.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 6th day of June ,200O by the following vote, to wit:
