= BID AWARD FOR PURCHASE OF
WILDLAND FIRE PROTECTIVE GARMENTS
RECOMMENDED ACTION:
Staff recommends Council adopt Resolution No. &X30 -I 76 awarding the bid for
Wildland Fire Protective Garments for the period June 7, 2000 through June 6, 2001,
with the option to renew the contract for four (4) additional one (1) year periods to Smith
Safety Products LLC.
ITEM EXPLANATION
The City of Carlsbad has been the lead agency in the cooperative bids for firefighter’s
protective clothing for several years. Based on responses to a questionnaire from 15
participating agencies, it is estimated that more than 430 sets of garments will be
purchased from this bid. The anticipated orders would result in purchases in excess of
$60,000. Each individual public agency will place their respective order(s) with the
vendor.
In May 1998 a multi year contract was awarded for these garments to Wildfire Pacific
Equipment Inc. However, significant price increases resulted in a decision to rebid the
contract. The new prices reflect a savings of over 25% from the previous contract.
In accordance with Section 3.28.120 of the Municipal Code, Notice to Bidders was
published and Requests for Bid were sent to seven vendors. On April 27, 2000 six bids
were opened as listed below:

The lowest, responsible bidder submitting a responsive bid was Smith Safety Products
LLC.
FISCAL IMPACT
The City of Carlsbad’s Fire Department anticipates ordering approximately $3000 for
wildland garments in fiscal year 2000/2001. These funds will be available in the Fire
Departments Fire Suppression Special Supplies Account.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING THE PURCHASE OF
WILDLAND FIRE PROTECTIVE GARMENTS
WHEREAS, Section 3.28.120 of the Carlsbad Municipal Code provides that
materials and services costing over twenty-five thousand dollars must be obtained through
formal bidding procedures; and
WHEREAS, bids were submitted by four vendors and were judged against known
criteria;
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the bid from Smith Safety Products LLC is hereby accepted and the
Purchasing Officer is hereby authorized to execute a Purchase Order for
these items as the need arises for a period of one year beginning June 7,
2000 through June 6, 2001 which may be renewed by the City Manager for
four (4) additional one (1) year periods.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the
City of Carlsbad held on the 6th day of tune, 2000, by the following
vote, to wit:
AYES: Council Members Lewis, Hal Finnila, Nyga and Kulchin
