RECOMMENDED ACTION:
Adopt Resolution No. 2060- I 7 8 approving plans and specifications and authorizing the City Clerk to advertise for bids for the Northeast, Southeast and Southwest Quadrants Pedestrian Ramp Improvements, Project No. 3523-5, and appropriating additional funds.
I ITEM EXPLANATION:
For a number of years, the City of Carlsbad has made a strong commitment to compliance with the federal Americans with Disabilities Act (ADA). The City enforces ADA compliance for all its new construction, and is also committed to retrofitting older areas of the City to bring them into compliance. One of the key elements in this compliance effort is the Pedestrian Curb Ramp Program. This program has budgeted in the Capital Improvement Program $250,000 for fiscal years 97-98, 98-99 and 99-00, and $225,000 for fiscal year 00-01. The program involves identifying street corners where pedestrian curb ramps are needed, preparing plans, specifications and cost estimates to retrofit these curbs, and performing construction.
Of the 425 locations in the City identified as having sidewalks, but no pedestrian ramps, 262 locations in the Northwest and Southeast Quadrants have already been retrofitted through two previous pedestrian ramp projects. In addition, 16 ramps were constructed in conjunction with adjacent public works projects or by Public Works personnel. The remaining 147 locations identified to receive ramps are distributed within the Northeast, Southeast and Southwest Quadrants. This construction project will complete the Pedestrian Curb Ramp Program.
I ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process under Section 15301 Class 1 (c) of the Public Resources Code (California Environmental Quality Act).

Funding for the Pedestrian Curb Ramp Program from traffic impact fees has an available balance of $242,602. An additional appropriation of $26,400 from the Traffic Impact Fee fund is required.

RESOLUTION NO. 2000-176
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE NORTHEAST,
SOUTHEAST, 8, SOUTHWEST QUADRANT PEDESTRIAN
RAMP IMPROVEMENTS, PROJECT NO. 3523-5 AND
APPROPRIATING ADDITIONAL FUNDS.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to retrofit sidewalk curbs at intersections to bring
them into compliance with the federal Americans with Disabilities Act (ADA); and
WHEREAS, the plans and specifications for furnishing of all labor, material, tools,
equipment, transportation and other expenses necessary or incidental for said project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, the estimated cost for the project is $269,000 and only $242,600 is currently
available.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and contract documents as presented are hereby
approved.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish, in
accordance with State law, Notice to Contractors Inviting Bids for the Northeast, Southeast &
Southwest Quadrant Pedestrian Ramp Improvements, Project No. 3523-5.
