CITY MGR. m RECOMMENDED ACTION Introduce Ordinance No. As-s4r to establish a prima facie 25 mile per hour speed limit upon Paseo Aliso from Olivenhain Road to Camino Robledo. ITEM EXPLANATION: The subject segment of road is 0.80 miles in length and has been constructed with curb, gutter, sidewalks and street lights on each side of the road. The roadway width varies from 40 feet south of Calle Barcelona to 48 feet north of Calle Barcelona. It serves as a collector road and has an Average Daily Traffic (ADT) volume of 3,300 vehicles at Paseo Tulipero and 1,300 vehicles at Corte Limon. There have been no reported collisions on the subject segment of Anillo Way. Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. The Engineering and Traffic Survey considers such factors as the number of collisions that have occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight distance, and conditions that may not be readily apparent to the driver. At their meeting on May 1, 2000, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to establish a prima facie speed limit upon Anillo Way. The Commission recommended by a 4-O vote to establish a 25 mile per hour prima facie speed limit upon Paseo Aliso from Olivenhain Road to Camino Robledo. The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic Engineer. FISCAL IMPACT: Installing four speed limit signs on Paseo Aliso between Olivenhain Road and Camino Robledo will cost about $500. EXHIBITS: 1. Location Map. 2. Ns-548 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF SECTION 10.44.640 TO ESTABLISH APRIMA FACIE 25 MILE PER HOUR SPEED LIMIT UPON PASEO ALISO FROM OLIVENHAIN ROAD TO ITS INTERSECTION WITH CAMINO ROBLEDO. The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION 1: That Title 10, Chapter 10.44 of the Carlsbad Municipal Code is amended by the addition of Section 1044.640 to read as follows: “1044.640 Paseo Aliso: Upon Paseo Aliso from Olivenhain Road to its intersection with Camino Robledo the prima facie speed limit shall be twenty-five miles per hour.” EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption. INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the 6th day of June ,2000, and thereafter, PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 13th day of June 1 2000 by the following vote, to wit: AYES: Council Members Lew all and Nygaard. and Kulchin.
