RECOMMENDED ACTION:
No action. Joint Public Hearing on the proposed Redevelopment Plan and related Environmental Impact
Report for the South Carlsbad Coastal Redevelopment Project will be continued to June 27, 2000 by the
City Clerk due to lack of quorum of disinterested persons on June 20, 2000.
ITEM EXPLANATION:
The Housing and Redevelopment Commission has been undertaking the necessary steps to prepare and
adopt a Redevelopment Plan for the proposed South Carlsbad Coastal Redevelopment Project.
Redevelopment of the Project Area would enable the Commission to: (1) facilitate interim improvements at
the Encina power-generating facility to reduce the plant‘s environmental and economic impacts on the
community; (2) accommodate the economically viable redevelopment of the Encina power plant to a
smaller (reduced building profile), more operationally efficient facility; (3) provide funding for the potential
realignment of Carlsbad Boulevard, yielding excess property that could facilitate public recreational
facilities and improvements as well as some commercial development, and; (4) promote the
redevelopment of underutilized properties in the area commonly referred to as the Ponto Area.
Joint Public Hearing on Proposed Redevelopment Plan
Pursuant to Section 33355 of the California Community Redevelopment Law, Health and Safety Code
Sections 33000 et. seq. (“Law”), the City Council and Housing and Redevelopment Commission must
conduct public hearings on the proposed Redevelopment Plan. Because the members of the Commission
are also members of the City Council, Section 33355 of the Law permits both entities to convene a joint
public hearing. On May 16, 2000, the Commission and Council set the joint public hearing for June 20,
2000. However, since the noted action was taken, the City Clerk has been notified that there will not be a
quorum present of disinterested persons to hold the joint public hearing or take further action on June 20, 2000. Therefore, it is necessary to continue the subject joint public hearing to June 27, 2000, a date on
which there will be a quorum of disinterested persons. The City Clerk will take action to continue the joint
public hearing to June 27, 2000.
A detailed staff report with copies of the Redevelopment Plan and Environmental Impact Report will be
provided with the agenda for the June 27, 2000 joint public hearing.
