2000 GROWTH MANAGEMENT PLAN
TRAFFIC MONITORING PROGRAM
Adopt Resolution No. JQoo-aao approving Amendment No. 2 to Agreement for the 2000 Growth Management Plan Traffic Monitoring Program.
ITEM EXPLANATION:
The City of Carlsbad Growth Management Plan requires that the performance for circulation be met at all times as growth occurs. The standard states that, “No road segment or intersection in the
Zone nor any Circulation Element road segment or intersection out of the zone which is impacted
by development in the Zone shall be projected to exceed a Service Level C during off-peak hours
nor Service Level D during peak hours. Impacted is defined by 20 percent or more of the traffic
generated by the Local Facilities Management zone using the road segment or intersection.”
On June 16, 1998, the City Council approved the consultant agreement with VRPA Technologies for the 1998 Growth Management Plan Traffic Monitoring Program. This agreement allows the City
to exercise the option of extending the agreement on a yearly basis for a period of four (4) years.
Staff is recommending that the Amendment No. 2 to Agreement with VRPA Technologies be approved to permit the consultant to obtain traffic data for the 2000 Growth Management Plan
Traffic Monitoring Program. Counts for the year 2000 will be obtained during the summer months of July and August. Traffic volumes and levels of service will continue to be monitored through
subsequent monitoring programs.
ENVIRONMENTAL:
This monitoring program is a planning study with no environmental review required and is exempt
under CEQA regulations.
FISCAL IMPACT:
The cost of services under the Amendment No. 2 to Agreement with VRPA Technologies is
$49,936. Funding for the Growth Management Plan Traffic Monitoring Program has been included and appropriated with the 2000-2001 Capital Improvement Program budget from the Traffic Impact
Fee Fund.

RESOLUTION NO. 2000-220
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING THE AMENDMENT
NO. 2 TO AGREEMENT FOR THE 2000 GROWTH
MANAGEMENT PLAN TRAFFIC MONITORING PROGRAM.
WHEREAS, on June 16, 1998, the City Council of the City of Carlsbad adopted an
agreement with VRPA Technologies for the 1998 Growth Management Plan Traffic Monitoring
Program; and
WHEREAS, on September 21, 1999, the City and Contractor executed a Ratification
No. 1 to Agreement which ratified work completed by Contractor without benefit of an
Agreement, amended the scope of service and extended the term of the Agreement until
June 15,200O; and
WHEREAS, the City Council of the City of Carlsbad hereby finds it necessary, desirable
and in the public interest to approve the Amendment No. 2 to Agreement with VRPA
Technologies to provide service for said project for the year 2000; and
WHEREAS, funding for the Growth Management Plan Traffic Monitoring Program has
been included and appropriated with the 2000-2001 Capital Improvement Program budget from
the Traffic Impact Fee Fund.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the consultant fee of $49,936 will be charged to the Growth Management
Plan Traffic Monitoring Program.

3. That the Amendment No. 2 to Agreement with VRPA Technologies is hereby
approved and the City Manager is hereby authorized and directed to execute said Amendment
No. 2 to Agreement.
4. That an appropriation of $50,000 is hereby approved from the Traffic Impact Fee
Fund. Such an appropriation will be rescinded if the Preliminary Operating Budget and Capital
Improvement Program for 2000-2001 is adopted prior to July 1,200O.

AMENDMENT NO. 2 TO AGREEMENT
This Amendment is entered into and effective as of the 24th day of
July I 2ooJL amending the agreement dated June 16, 1998 by and
between the City of Carlsbad, a municipal corporation, hereinafter referred to as “City”, and
VRPA Technologies, hereinafter referred to as, “Contractor” for the 2000 Growth Management
Plan Traffic Monitoring Program.
RECITALS
WHEREAS, on June 16, 1998, the City Council of the City of Carlsbad adopted
an agreement with the Contractor for the 1998 Growth Management Plan Traffic Monitoring
Program; and
WHEREAS, on September 21, 1999, the City and Contractor executed a
Ratification of Extension and Amendment No. 1 to Agreement which ratified work completed by
the Contractor without benefit of an Agreement, amended the scope of services and extended
the term of the Agreement until June 15, 2000; and
WHEREAS, a supplemental scope of work and fee schedule have been
negotiated and agreed to between the parties hereto, and as shown on Exhibit “A” Scope of
Services and Fee; and
WHEREAS, the City and Contractor desire to amend the scope of services
thereto; and
NOW, THEREFORE, in consideration of these recitals and the mutual covenants
contained herein, City and Contractor hereby agree as follows:
1. Contractor shall provide services as outlined on the attached Exhibit “A”.
2. The term of the Agreement shall end on June 15,200l.

3. City shall pay Contractor for all work associated with Paragraph 1 above,
on a time and materials basis not-to-exceed $49,936 for this fiscal year. Contractor shall provide
City on a monthly basis, copies of invoices sufficiently detailed to include hours performed,
hourly rates, and related activities and costs for approval by City.
4. The contract may be extended by the City Manager for two (2) additional
one (1) year periods for the amount of $50,000 per contract year, based upon a review of
satisfactory performance and the City’s needs.
5. Contractor shall complete all work outlined on the attached Exhibit ‘A” by
June 15,200l.
6. All other provisions of the aforementioned agreement entered into on
June 16, 1998, by and between City and Contractor, and any amendments thereto, shall remain
in full force and effect.
7. All requisite insurance policies to be maintained by the Contractor shall
include coverage for the amended assignment and scope of work.

Dear John:
VRPA Technologies (‘VRPA) is pleased to submit this proposal to conduct the 2000 Growth -
Management Plan Traffic Monitoring Program. This proposal was prepared based on your
Request for Proposal (RFP) dated March 20,200O. The remainder of the proposal provides a
description of the services to he provided and a lump sum fee.
SCOPE OF SERVICES . . .
nsk 1 --Pro&t Orientation
VRPA $11 attend a project orientation withthe City of Carlsbad to initiate the project. The
proposed date for this meeting is in the first full week of July. A schedule for the traffic counts
will be submitted to the City for approval at this meeting.
Task 2 - Proiect i’ime Schedule
An overall project schedule will be prepared by VRPA and submitted to the City for review at
the orientation meeting.
Task 3 - Traffic Count Time Schedule
A schedule for the traffic counts will be submitted to the City for approval at the orientation
meeting. Count locations and dates of counts will be approved in advance and will not change
without the prior approval of City staff.
Task 4 - Intersection and Mid-Block Count Data Collection
This task includes the collection 54 intersection counts and 27 mid-block locations requested by
the City of Carlsbad. These locations are specified in the attached Exhibit 1 and Exhibit 2.

Safety is of the utmost importance in the collection of traffic count data. VRPA will follow the
safety procedures developed during previous data collection projects, modified as necessary to
meet any special requirements of the City of Carlsbad. Safety procedures include the following:
+ All personnel working in roadway areas will wear orange vests.
+ Machine counts will be laid out and picked up by a minimum of two people.
+ Machine counts will be laid out and picked up at off-peak times to minimize conflicting
WlfliC.
Mid-block counts and intersection counts will be faxed to City staff each week during the data
collection period. Any problems or questions with the counts will be discussed between the City
and VRPA. Recounts will be conducted according to the following policies:
+ Under the proposed scope of work, VRPA will conduct up to four street segment recounts
and up to eight peak hour intersection recounts (either AM or PM peak hour, as
appropriate) based on traffic incidents.
+ If additional recounts are needed based on traffic incidents, VRPA will be available to
conduct such counts at the rate of $500 per street segment count and $300 per peak hour
intersection count.
+ Recounts related to discrepancies in pedestrian counts will only be conducted when there
is a discrepancy of greater than 10 pedestrians in the peak hour on any given crosswalk
and when there is reason to believe that the count is not representative of typical
conditions. If a pedestrian count is in question and needs to be recounted, only pedestrian
movements will be recounted, not the entire intersection,
+ All recounts necessary because of any errors created by VRPA will be recounted as soon
as possible at no additional cost to the City.
Certain procedures will be followed to ensure an accurate count program. The locations and
dates of counts will be approved in advance and will not be changed without approval from the
City, At all I-5 ramps, a minimum of two persons will be stationed to count each ramp terminal
intersection. Four persons will be scheduled to count the intersection of Palomar Airport Road
and El Camino Real. Other locations will be counted using one, two, or three persons, depending
on the level of traffic.

The following additional quality control procedures will be i?plemented:
The project manager will devote a minimum of 8 hours per week for accuracy checks
during the course of the count period.
The project manager will review all traffic counts prior to submission to the City.
The intersection count spreadsheet will be carefully reviewed for accuracy prior to’its use
in the study.
Every intersection count will be-checked for accuracy twice. The first check will be an
accuracy check conducted by a staff member other than the individual responsiblk for the
,count. The second check will be provide by the project manager who will check for
accuracy, comparisons to previous years; and comparisons to adjacent intersections.
Road segment counts will be checked by the project manager prior to submission to the
City.
Summaries of all counts will be provided to the City within two weeks of the date of the
count. Every Friday, VRPA will submit to the City the results from the previous week’s
counts.
The project manager will reserve 40 hours of time during the month of September. for the
preparation of the Draft Final Report.
Task 5 - Perform Level of Service Calculationg
For each intersection and for each mid-block count, VRPA will perform level of service
calculations. The calculations will be conducted using methods used in the 1999 Growth
Management Plan Traffic Monitoring Program.
Mid-block capacity will -be determined based on a one-direction maximum capacity of 1,800
vehicles per lane, per hour, in the peak period.
Signalized intersection capacity analysis will be performed using the Intersection Capacity
Uti,lization (ICU) method, as specified by the City. At two-way stop intersections, delay will be
measured directly, using methodology developed in previous years’ Traffic Monitoring
Programs. At all-way stop intersections, delay will be calculated using the methods of the
Hiphwav Caoacity Manual, as has been done in previous years.

Task 6 - Draft Final Report
Two copies of the Draft Final Report will-be submitted to the City for review and comment by
September 20,200O. The report will be prepared to be consistent with previous Annual Reports
for the Growth Management Plan Traffic Monitoring Program.
Task 7 - Final Repoti
Following City review of the Draft Final Report, VRPA will meet with City staff to discuss the.
- comments, Ten (10) bound and 1 (one) unbound copy of the Final report will be submitted to the
City within 30 days following the receipt of comments form the City.
LUMP SUM FEE
VRPA will conduct the services described above for a lump sum fee of $49,936. The basis for
the calculation of this fee is-shown in attached Exhibit 3.
