HD. i?Ti RECOMMENDED ACTION: Introduce Ordinance No. NS -5 s 4 to establish a prima facie 40 mile per hour speed limit upon Camino Vida Roble from Palomar Oaks Way to El Camino Real. ITEM EXPLANATION: Camino Vida Roble is an industrial road located in the center of the Carlsbad’s industrial business parks and intersects Palomar Airport Road westerly of Yarrow Drive. It is unclassified on the Circulation Element of the General Plan. The 0.47-mile segment of Camino Vida Roble from Palomar Oaks Way to Palomar Airport Road does not have an established prima facie speed limit. However, a 40 mile per hour prima facie speed limit has been established on the portion of Camino Vida Roble from Palomar Airport Road to El Camino Real. Between Palomar Oaks Way and Palomar Airport Road, Camino Vida Roble has been constructed to City standards with curb and gutter, sidewalk and streetlights on both sides. The roadway width varies from 52 to 64 feet and has an Average Daily Traffic volume (ADT) of 2,600 vehicles. In the subject road segment , street grades range from 2.0% to 6.42% and eight commercial driveways intersect Camino Vida Roble. Except adjacent to the small park on the northeast corner of the intersection of Palomar Airport RoadKamino Vida Roble, on-street parking is prohibited. Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. The Engineering and Traffic Survey considers such factors as the number of collisions that have occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight distance, and conditions that may not be readily apparent to the driver. At their meeting June 5, 2000, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to establish a prima facie speed limit upon Camino Vida Roble. The Commission recommended by a 5-O vote to establish a 40 mile per hour prima facie speed limit upon Camino Vida Roble from Palomar Oaks Way to Palomar Airport Road, consistent with the existing posted speed limit of 40 miles per hour for the remaining portion of Camino Vida Roble. The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic Engineer. FISCAL IMPACT: Installing two speed limit signs on Camino Vida Roble between Palomar Oaks Way and Palomar Airport Road will cost about $250. EXHIBITS: 1. 2. Location Map. NS-554 A ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE IO, CHAPTER 10.44 OF THE CARLSBAD MUNICIPAL CODE BY THE REVISION OF SECTION 10.44.160 TO ESTABLISH A PRIMA FACIE 40 MILE PER HOUR SPEED LIMIT UPON CAMINO VIDA ROBLE FROM PALOMAR OAKS WAY TO ITS INTERSECTION WITH EL CAMINO REAL. 7 The City Council of the City of Carlsbad, California, hereby ordains as follows: a SECTION 1: That Title 10, Chapter 10.44 of the Carlsbad Municipal Code is amended by the revision of Section 10.44.160 to read as follows: 9 IO “1044.160 Camino Vida Roble: Upon Camino Vida Roble from 11 Palomar Oaks Way to its intersection with El Camino Real the 12 prima facie speed limit shall be forty miles per hour.” 13 EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to 14 be published at least once in a newspaper of general circulation in the City of Carlsbad within I5 fifteen (15) days after its adoption. 16 INTRODUCED AND FIRST READ at a regular meeting of said City Council held 17 on the 18th day of July , 2000, and thereafter, la PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council 19 held on the II day of , 2000 by the following vote, to 20 wit: 21 AYES: 22 23 NOES: ABSENT: 24 25 CLAUDE A.
