REALLOCATION OF SALARY RANGES IN
HR POLICE DEPARTMENT
RECOMMENDED ACTION:
Resolution No. ~OOO*&? revises the classification description and title from Crime
Prevention Technician to Crime Prevention Specialist, reallocates the salary ranges of the
Crime Prevention Specialist, Community Service Officer I, II, and III, amends the
General Employees and Police Salary Schedules, and appropriates additional funds to the
Police Department.
ITEM EXPLANATION:
The Police Department requested a review of the Crime Prevention Technician position
to update the classification description and to compare salaries of similar jobs in the
market. This review was conducted in accordance with the City’s practice to maintain
competitive salaries and with the commitment made during negotiations to review non-
benchmark jobs to ensure their competitive positions in the market. Based on this
review, Human Resources recommends: 1) a revision of the title and classification
description from Crime Prevention Technician to Crime Prevention Specialist; and 2) a
reallocation of the salaries of the Crime Prevention Specialist and the Community Service
Officer I, II, and III in order to maintain competitive salaries and to retain internal
comparability of positions. Staff proposes the following change to the General
Employees’ Salary Schedule:

The Crime Prevention Technician is responsible for the coordination of the City’s Crime
Prevention Programs, such as Neighborhood Watch, community education and
awareness. Over the years, this position has also become involved in overseeing the
compliance of the City’s ordinance on alarm systems, and reviewing and inspecting
commercial projects and housing developments to recommend techniques on
environmental security. The Police Department requested an update of the current
classification description and title to reflect these responsibilities. Attached (Attachment
A) is the revised description for Crime Prevention Specialist for Council’s consideration
for approval. Staff also recommends moving the salary range from range 3 1 to 36 in the
General Employees’ Salary Schedule based on the salary comparisons to similar
positions in other public agencies. There is one incumbent in this position.

The Community Service Officer series covers a range of responsibilities, including
general intake and response to citizen inquiries, parking enforcement, field assistance to
Police Officers, lagoon patrol, property evidence custodian and aide to the domestic
violence unit. The Community Service Officer job classifications have been compared to
the Crime Prevention job classification both internally and externally in the survey of
other public agencies. In order to maintain both the internal comparability to the Crime
Prevention job and external market position, staff recommends reallocating the salaries of
the Community Service Officer I from range 14 to 15, the Community Services Officer II
from range 16 to 17, and the Community Service Officer III from range 18 to 19 in the
Police Department Salary Schedule. There are five incumbents in these classifications.
FISCAL IMPACT:
The estimated annual increase to fund the adjusted salaries and benefits for these six
positions is $9,600. It is requested that Council appropriate an additional $9,600 from the
General Fund contingencies to the Police salary accounts for the new budget for FY
2000-2001.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, REVISING THE DESCRIPTION AND
TITLE OF CRIME PREVENTION TECHNICIAN TO CRIME
PREVENTION SPECIALIST; REALLOCATING THE SALARY
RANGES OF CRIME PREVENTION SPECIALIST, COMMUNITY
SERVICE OFFICER I, II, AND III AND TRANSFERRING
INCUMBENTS INTO THE NEW SALARY RANGES; AMENDING THE
GENERAL EMPLOYEES’ SALARY SCHEDULE AND POLICE
SALARY SCHEDULE; AND APPROPRIATING ADDITIONAL FUNDS
TO THE POLICE DEPARTMENT FOR THE FY 2000-01 BUDGET.
WHEREAS, it is desirable and necessary to revise classification descriptions
and periodically review and adjust salary ranges to remain competitive in the local
market; and,
WHEREAS, it has been determined based on a market review to revise the
classification description and title of Crime Prevention Technician to Crime Prevention
Specialist and reallocate the salary ranges of the Crime Prevention Specialist and
Community Service Officer I, II and III, and amend the General Employees’ Salary
Schedule and Police Salary Schedule to reflect these changes; and,
WHEREAS, it is desirable and necessary to reallocate the salaries of six
incumbents in these positions in the Police Department to the new salary ranges; and,
WHEREAS, the City and the Carlsbad City Employees’ Association and the
Carlsbad Police Officers’ Association have met and conferred on the impacts of this
recommendation on represented employees.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council hereby adopts the revised classification description
and title of Crime Prevention Specialist, as shown in Attachment A, attached hereto and
made a part thereof.

3. That the City Council approves the reallocation of the following salary
ranges: Crime Prevention Specialist to Range 36 of the General Employees’ Salary
Schedule; and Community Service Officer I to Range 15, Community Service Officer II
to Range 17, and Community Service Officer III to Range 19 in the Police Department
Salary Schedule, as shown in Attachments B and C, attached hereto and made a part
thereof.
4. That the City Council authorizes the reallocation of six incumbents into the
new salary ranges at their current step.
5. That the City Council appropriates $9,600 from the General Fund
contingencies to the Police Department salary accounts for the FY 2000-O 1 budget to
cover the above adjustments.

CRIME PREVENTION SPECIALIST
POLICE
BASIC FUNCTION:
Under general supervision, to organize, coordinate and implement the City’s Crime
Prevention Program; to perform community relations activities; and to perform other
related duties as assigned.
KEY RESPONSIBILITIES:
Develop, implement and maintain community action programs, such as Neighborhood
Watch Programs, including recruitment of volunteer block and district captains and area
coordinators, coordination of meetings, and maintenance of records and assignments.
Promote community awareness of crime prevention through media and newsletters,
events, including designing and producing educational materials, writing press releases
and organizing and participating in special community events.
Organize and develop crime prevention strategies, including developing educational
programs, working with officers in follow-up activities after crimes are committed,
conducting needs assessment and surveys, and developing reports for information to the
public.
Review and compile written reports on all blueprints submitted to the City for compliance
regarding Crime Prevention through Environmental Design (CPTED); inspect
commercial projects, schools, housing developments and others, and recommend
techniques to improve environmental security.
Speak at community meetings, schools and to other groups regarding crime prevention
and awareness.
Prepare reports and program evaluations; compile and analyze crime report statistics.
Oversee compliance with the City’s alarm system municipal code, including coordination
of the City’s contracted agent and alarm user penalty disputes.
Monitor and update the unit’s budget.
Conduct residential and commercial security surveys, including reviewing blueprints,
inspecting facilities on-site, and providing information about security systems.

Represent the City’s Police Department in meetings with other agencies, taskforces, and
committees related to crime prevention programs.
Perform other related duties as assigned.
QUALIFICATIONS:
To perform a job in this classification, an individual must be able to perform the essential

EDUCATION AND EXPERIENCE:
Any combination equivalent to the education and experience that could likely provide the
required knowledge and abilities is qualifying. A typical background may include:
Equivalent to the completion of high school supplemented by courses in
administration of justice, community relations or police science, an~J three years
of progressively responsible work experience involving frequent contact with the
public. Additional experience in a police-related area or vocational and/or college
level coursework in criminal justice are desirable.

SPECIAL REOUIREMENTS:
Possession of a valid California driver’s license and evidence of insurability are required.
PHYSICAL/MENTAL DEMANDS AND ENVIRONMENTAL SETTING:
While performing the duties of this class, an employee is regularly required to sit; talk or
hear, in person and by telephone; use hands to finger, handle, feel or operate standard
office equipment; and reach with hands and arms. An employee is frequently required to
walk and stand. Specific vision abilities required by this job include close vision and the
ability to adjust focus to read and operate office equipment as necessary during the course
of the work assignments.
While performing the duties, employees of this class are regularly required to use written
and oral communication skills; read and interpret statistical data, information and
documents; analyze and solve problems; use and apply reasoning and statistical concepts;
observe and interpret people and situations; learn and apply new information or skills;
perform highly detailed work on multiple, concurrent tasks; work under deadlines; and
interact with staff, the public and others encountered in the course of work.
The incumbent works under typical office conditions and the noise level is usually quiet.
The responsibilities require driving to site locations for inspections, meeting with other
staff and the public on a regular basis. The incumbent is also expected to participate in
evening meetings and weekend events to make presentations as necessary to encourage
participation in crime prevention programs.

With the attached Agenda Bill, the Human Resources Department is requesting City
Council approval of the reallocation of the salary ranges of four job classifications in the
Police Department - Crime Prevention Specialist and Community Service Officer I, II
and III.
As a result of labor negotiations with the Carlsbad City Employees’ Association (CCEA),
the City made a commitment to the association to evaluate several classes of jobs within
the CCEA bargaining unit that were significantly lower in the survey market. In addition,
the City’s negotiating team made an informal agreement with the City Council to begin to
evaluate job classifications differently than in the past by putting them in the “top third”
of the survey market. Because of this change in philosophy, the Human Resources
Department evaluated these positions in the Police Department and has scheduled several
more evaluations of “non-benchmark” positions represented by CCEA to ensure that
these job classifications are compensated competitively. This Agenda Bill is one in a
series of requests that are anticipated to go to the City Council in the coming months.
Because there has historically been both an internal and external comparison of the Crime
Prevention job to the Community Service Officer job series, the Community Service
Officer series is also being recommended to be reallocated to preserve this relationship.
We have reworded the Agenda Bill slightly in an attempt to clarify the reasons this
evaluation was done. Please let me know if this rewording meets your need for
additional clarification.
