ITEM EXPLANATION:
The term of Joe Eggleston expires in June, 2000. He was originally appointed in April, 1991and has
served nine years.
The term of this appointee shall expire in June, 2004.
Other members of the Carlsbad Personnel Board are: Marni Betz, Kathleen Blair, Donald Martin, and
James Page.

JOB OBJECTIVE To utilize proven shills in organizational planning and
personnel management in a volunteer public service position.
Ott 1992 - Jun 1996 Retired Volunteer with the State of Hawaii Judiciary
Volunteer in Public Service (VIPS) program. My primary duties included
the conduct of court orientation sessions at the WahiawaWaialua District
Courts for groups such as students, scouts, community organizations and
others. Also provided management consulting services to the head of the
VIPS program.
Nov 1990 - Sen 1992 Sales representative, Bellaman Services, Inc., a
small business which provides commercial sign and advertising and
engraving services and is the Hawaii wholesaler for X-Stamper, a

Mar 1989 -m United.Travel Agency, Honolulu, Hawaii Manager Manages.a full service travel agency which includes the entire range of business activities, i.e., accounting and payroll, supervision of.staff, sales, etc. Also performs consulting work for the owner of ,the company in former position. This involves assisting personnel staff in a wide range of personnel matters, including drug testing policy and procedure, profit-sharing is- sues, working with company attorneys in handling personnel issues related to lawsuits against the company.
Nov 1987 :-' Mar 1989 Trans Hawaiian Services, Honolulu, Hawaii Personnel Director Developed and imp.lemented policies and procedures relating to the company's personnel program on such diverse subject matter as dress codes, employee discipline,,employee of the month program and the alcohol and drug testing program.
Personally provides staff advice and assistance to the president, key management staff, and.managers and supervisors on the full range,of personnel issues and problems, recommending the proper procedure and methodology in handling such issues and problems.

WHEREAS, the term of Joe Eggleston expires in June, 2000.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
Zalifornia, as follows:
1. That the above recitations are true and correct.
