RECOMMENDED ACTION:
Adopt Resolution No. a%% pproving Community Development Block Grant Subrecipient Agreements.
ITEM EXPLANATION:
On April 11, 2000, the City Council selected the organizations to receive federal Community Development
Block Grant (CDBG) funds for the 2000-2001 program year. The selected organizations will receive funds
for activities to benefit lower income Carlsbad residents. Funding agreements with the following
organiztions have been prepared for City Council review and approval. Funding agreements with other
organizations selected to receive funding will be submitted for review and approval at a future meeting.
Catholic Charities La Posada Facility Improvements $60,000
Lifeline Community Services Facility Improvements $24,526
Catholic Charities La Posada Shelter Operations $8,500
Join Hands - Save a Life Gang Prevention Program $7,800
Women’s Resource Center Alternatives to Abuse Shelter $7,500
Lifeline Community Services Family Self Sufficiency Program $7,000
Community Care for Adults Adult Day Services $7,000
Brother Benno Foundation Center for Human Development $6,500
Casa de Amparo Shelter for Abused Children $6,500
Community Resource Center Homeless Prevention Program $6,000
From the Inside Out Youth Program $6,000
Fraternity House AIDS Residential Care $5,500
Brother Benno Foundation House of Dorothy, Barbara and Rosemary $5,000
Meals on Wheels Meal Delivery Program $5,000
North County Council on Aging Support Services for Seniors $5,000
Heartland Fair Housing Association Fair Housing Program $4,500
As required by federal regulations, staff has completed the required environmental review documentation
for the above CDBG funded projects and determined that the grants for these projects are exempt from
environmental review under 24 CFR Section 58.34 (a)(4) or categorically excluded under Section 58.34
(a)(3), or will result in no significant impact on the environment.
FISCAL IMPACT:
No fiscal impact on the General Fund. Funds will be provided through the federal CDBG program.

CITY COUNCIL RESOLUTION NO. 2000-268
A RESOLUTION OF THE CITY COUNCIL OF THE CJTY OF CARLSBAD,
CALIFORNIA, APPROVING AGREEMENTS BETWEEN THE CITY OF
CARLSBAD AND SUBRECIPIENTS PARTICIPATING IN THE 2000-2001
CARLSBAD COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM.
WHEREAS, on April 11, 2000, the City Council of the City of Carlsbad, California selected
programs to receive funding under the City’s 2000-2001 Community Development Block Grant (CDBG)
program; and
WHEREAS, the City Council of the City of Carlsbad, California, has considered the required
subrecipient agreements for 2000-200 1 Community Development Block Grant funds; and
WHEREAS, the City has determined that these Community Development Block Grant funded
activities will have no significant impact on the environment or are exempt from environmental review
under 24 CFR Section 58.34 (a)(4) or categorically excluded under Section 58.34 (a)(3); and
WHEREAS, the City Council has taken all testimony into account;
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the above recitations are true and correct.
That the City Council hereby approves the 2000-2001 Community Development Block Grant
Subrecipient Agreements, on file in the City Clerk’s office, for the following subrecipients and activities:
Catholic Charities La Posada Facility Improvements
Lifeline Community Services Facility Improvements
Catholic Charities La Posada Shelter Operations
Join Hands - Save a Life Gang Prevention Program
Women’s Resource Center Alternatives to Abuse Shelter
Lifeline Community Services Family Self Sufficiency Program
Community Care for Adults Adult Day Services
Brother Benno Foundation Center for Human Development

3. That the Mayor is authorized to sign the Community Development Block Grant Subrecipient
Agreements on behalf of the City of Carlsbad.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Carlsbad,
California, on the 15th day of August ,2000, by the following vote, to wit:
AyES: Council Members Lewis, Hall, Nygaard, and Kulchin.
I NOES: None.
I ABSENT: Council Member Finnila.
