RECOMMENDED ACTION:
Adopt Resolution No.&IOO-aLS accepting the bid of $65,316 and awarding the
contract to Summit Mechanical, Inc. to provide solar system renovations at the
Carlsbad Swim Complex, Contract No. FACOO-09.
ITEM EXPLANATION:
The Carlsbad Swim Complex has been in operation for over seventeen years and its
solar heating system needs to be replaced. The system, which has exceeded its
twelve-year life expectancy by several years, currently has over 100 small leaks and
is beyond repair. This project will include the removal of the old solar panels,
installing and testing the new panels, and on-site operator maintenance training for
the new system. Staff estimates that the new solar system will save the City
between $17,000 to $20,000 a year in energy costs.
On June 6, 2000, City Council approved contract documents and special provisions,
and authorized the City Clerk to advertise for bids for this project. Two bids were
received, opened, witnessed and recorded on August 2, 2000. The bids were
reviewed by the staff of Purchasing, Recreation and the General Services of Public
Works and were as follows:
Summit Mechanical, Inc. $65,316
Ernest Reason $76.000
Summit Mechanical, Inc. submitted the lowest bid. Therefore, staff recommends the
contract be awarded to Summit Mechanical, Inc., the lowest responsive bidder, in the
amount of $65,316. Staffs estimated cost for this project is $90,000. The contractor’s
registration and bonds are in order and references are satisfactory. Contract
documents are on file in the General Services of Public Works office.
ENVIRONMENTAL REVIEW:
This project has been determined to be exempt from environmental review per CEQA
- Class 1 (c), Minor alteration of existing facility.
FISCAL IMPACT:
The project cost is $65,316. Funding is available in the Capital Outlay Program
account. Staff estimates that the new solar system will save the City between
$17,000 to $20,000 a year in energy costs.

RESOLUTION NO. 2000-269
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND
AUTHORIZING THE EXECUTION OF CONTRACT NO.
FACOO-09 TO PROVIDE SOLAR SYSTEM RENOVATIONS
AT THE CARLSBAD SWIM COMPLEX
WHEREAS, bids have been received by the City of Cartsbad, California to
provide solar system renovations at the Carlsbad Swim Complex; and
WHEREAS, the lowest responsive bid received was submitted by Summit
Mechanical, Inc. in the amount of $65,316; and
WHEREAS, sufficient funds are available in the Capital Outlay Program account.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Carlsbad as follows:
1. That the above recitations are true and correct.
2. The bid of $65,316 by Summit Mechanical, Inc. to provide solar system
renovations at the Carlsbad Swim Complex, Contract No. FACOO-09 is
hereby accepted and the Purchasing Officer is hereby authorized to execute
a purchase order for this project.
3. That the City Manager is hereby authorized to approve construction change
orders up to $13,063.
4. That the award of this contract is contingent upon the bidder submitting the
lowest responsive bid executing the required contract and submitting the
required bonds and insurance policies, as described in the contract, within
twenty (20) days of adoption of this resolution. The City Manager may grant
reasonable extensions of time.

5. That the Mayor of the City of Carlsbad is hereby authorized and directed to
execute a contract for and on behalf of the City of Carlsbad.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 15th
