LIB / lb .A. J EYz$F . CITY MGR h RECOMMENDED ACTION: Adopt Resolution No. a000 -d 80 authorizing the Carlsbad City Library to become a member of the Tierra Del Sol Regional Library Network. ITEM EXPLANATION: The California State Legislature passed the Library of California Act in September of 1998, and it became effective on January 1, 1999. This law established statewide regional library networks and a funding base for services. The Library of California is a statewide plan to bring together the information and resources of all 8,000 California libraries: public, college, corporate, law, medical, museum, research, school, university, and special. When it is fully formed, the Library of California will have seven regional library networks. The Tierra del Sol Regional Network is one of the seven. It includes 500 libraries in five counties - Imperial. Inyo, Riverside. San Bernardino and San Diego. It is anticipated that the Library of California Board at its November, 2000 meeting will approve the Tierra Del Sol Regional Library Network. With that approval, the Tierra Del Sol Regional Library Network will begin operating as part of the Library of California on January 1, 2001. Operating funds for all seven regional library networks will come from the Library of California appropriation in the State Budget. The Library of California builds upon the current California Library Services Act (CLSA), which is limited to public libraries. The transition from CLSA services into the Library of California program will greatly expand resource sharing to include all types of libraries statewide. All participating libraries will be reimbursed for the services and information they provide to people who are not part of their regular clientele. This new statewide library structure will open doors for people to libraries and resources that were previously unobtainable or accessible only at a cost. Through technology, people will be able to obtain much of the information they need online without traveling from their homes or from their local libraries. There will be increased opportunity for cost-effective cooperative projects, such as shared database licenses, with other libraries of all types. The Carlsbad City Library Board of Trustees approved the library’s membership in the Tierra del Sol Regional Library Network at their meeting on September 8, 2000. FISCAL IMPACT: The Library of California Act specifies that there can be no dues for membership; therefore there is no membership fee to join the Tierra del Sol Regional Library Network. All basic services for members will be funded by the State at no cost or reduced/subsidized cost. Enhanced services will be available to members for a fee; however, no members will be - PAGE 2 OFAGENDA BILL NO. Isi 99% required to purchase any enhanced services or participate in a reducedlsubsidized cost program as a condition of membership. Members are required to share resources with other member libraries,’ but the Tierra del Sol Regional Library Network/Library of California will provide funding to offset the cost of this sharing. Some of the programs that the library will be able to participate in as a result of membership that will result in tangible financial benefits include: 1. Contracts negotiated for databases and other services that will take advantage of the buying power of libraries statewide and will reduce the cost for local provision of full- text databases and other services to patrons. 2. Relationships with major academic and resource libraries statewide that have the potential to reduce or eliminate the cost for receipt of materials and information from these libraries. 3. Statewide funding of telecommunications infrastructure development within and between regional networks, including installation of both hardware and software to develop and enhance all types of communications among member libraries, enhancement of local capabilities to enable connections to the network and development of communications and marketing solutions to address local needs. Membership Authorization Form for the Tierra del Sol Library Network. c 2: RESOLUTION NO. 2000-280 A RESOLUTION OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE CARLSBAD CITY LIBRARY TO JOIN THE TIERRA DEL SOL REGIONAL LIBRARY NETWORK WHEREAS, the Carlsbad City Library desires to join the Tierra del Sol 5 Regional Library Network; and 6 WHEREAS, the Carlsbad City Library Board of Trustees approved the library’s 7 membership in the Tierra del Sol Regional Library Network; and 0 WHEREAS, the Carlsbad City Library agrees to comply with all provisions of 9 the Library of California Act and regulations and conditions of membership within the 10 11 network; and WHEREAS, the City Council of the City of Carlsbad, California, agrees not to reduce funding for library services as a result of network participation; and 12 WHEREAS, the Carlsbad City Library agrees that it will: 13 1. Share resources and services with other members of the Tierra del Sol 14 Regional Library Network. 15 2. Provide resources and services for other members of the Tierra del Sol 16 Regional Library Network. 17 3. Meet the minimum resource-sharing performance standards of the Tierra del Sol Regional Library Network. 18 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 19 Carlsbad, California, as follows: 20 /I 4. That the Mayor of the City of Carlsbad, California, is authorized to sign the Tierra del Sol Regional Library Network Membership Authorization Form. APPROVED AND ADOPTED at a regular meeting of the City Council of the City of Carlsbad, California, at a regular meeting held on the 12th day of September , 2000, by the following vote, to wit: AYES: Lewis, Hall,Finnila, Nygaard, Kulchin NOES: None ABSENT: None / 1. - Membership activities and policies of the Tierra de1 Sol Regional Library Network promote and encourage the participation of all eligible libraries as defined by the Library of California Act. Institutions and agencies with at least one participating library may apply for membership. Institutions with multiple participating libraries should submit one Author&ration Form and an Application Form for each participating library. The Tier-m de1 Sol Regional Library Network Membership Committee, composed of representatives from the four types of eligible libraries, will review applications for charter membership to determine if eligibility standards have been met and will make recommendations regarding membership. Once the Tier-m de1 Sol Regional Library Network Board of Directors has been established, the Board or its designee will determine eligibility, including equivalency substitutions. A librmv that does not meet the eligibility standards may participate in Tierra de1 Sol Regional Library I&twork as an affiliate. Member institutions must meet all eligibility standards set by the Library of California and the Tierra de1 Sol Regional Library Network. Each member will have one vote in the Tierra de1 Sol Regional Library Network Council. Members will receive Library of California funded services free of charge. No fees will be assessed by the Network for access to services delivered with state funds. Increased or enhanced services may be provided to members of the Network for a fee, at the option of each member. Basic Eliaibilitv Standards Affiliated institutions do not meet all of the membership eligibility standards, but may participate in the Tierra de1 Sol Regional Library Network on a limited basis. Affiliates have no vote in the Network Council. Affiliates may not receive services delivered with state fimds and may be assessed fees for other Network services. Af3Yiates can apply for membership at such a time as they meet Library of California and Tier-m de1 Sol Regional Library network standards. In accordance with Section 18830(a) of the Library of California Act, members of the Tierra de1 Sol Regional Library Network shall have at least one participating library and meet the following eligibility standards: (1) g; (9 (5) (6) A written explicit mission statement and service objectives. A fixed location in California. Established hours of service. An organized collection of information and materials accessible for use by its primary clientele. Designated, onsite, paid staff for library services. At least one staff person shall have a master’s degree in library or information science or a California library media teacher credential issued by the Commission on Teacher Credentialing. Equivalent graduate education or demonstrated professional experience may be substituted for this requirement, as established by the Tierra de1 Sol Regional Library Network Board of Directors. Ctber Reauirements of the Librarv of California Act l Section 18830(a) requires members to agree not to reduce funding for library services as a result of network participation. l In accordance with Section 18830(b) of the Act, participating libraries must agree to share resources I and services with, and provide resources and services to, other members of the Tier-m de1 Sol Regional Library Network and to meet the minimum resource-sharing performance standards of the Network. l ’ In accordance with Section 18830(d), participating libraries may not obtain services provided under this act on behalf of non-participating libraries. l Section 18830(d) of the Act specifies that library jurisdictions that are members of the California Library Services Act public library systems on the effective date of the section (i,e., January 1,1999) are deemed to meet these eligibility standards and shall not be required to certify that they meet them. Tierra de1 Sol Regional Librarv Network Performance Standards All members of the Tierra de1 Sol Regional Library Network are required to: (1) (2) g; (5) To the fullest possible extent, provide access to the bibliographic records and location information for those resources it has agreed to share with other libraries. Document annually the level of on-site paid professional staff to validate the requirement in (3) above. Fulfil1 any other applicable provisions of the Tierra de1 Sol Regional Library Network bylaws.
