ENG I RECOMMENDED ACTION: Adopt Resolution No. a0 * 1% / accepting bids and awarding Project No. 3523-5 for the construction of the Northeast, Southeast and Southwest Quadrants Pedestrian Ramp Improvements to H.B. Covey, Inc. I ITEM EXPLANATION: On June 6, 2000, the City Council approved the plans and specifications for the construction of Northeast, Southeast, Southwest Quadrants Pedestrian Ramp Improvements and directed the City Clerk to advertise for construction bids. The Purchasing Department received six (6) sealed bids on August 6,2000, as shown in Table 1: TABLE 1 BIDS AND ESTIMATE 5. Sim J. Harris Communications $252,997.70 6. California Building Evaluation $289,904.00 ENGINEERS ESTIMATE $257.000.00 This project will provide for the retrofitting of 181 pedestrian curb ramps at existing intersections in three quadrants of the City as a part of the citywide ADA Compliance Program. This project completes the retrofitting of all known locations in the City that require ramps. All bid documents submitted by H.B. Covey, Inc., and L.G.T. Enterprises, Inc., have been reviewed by staff and found to be in order. Staff recommends that City Council award the contract for the construction of the Northeast, Southeast and Southwest Quadrant Pedestrian Ramp Improvements to H.B. Covey, Inc. The low bidder, H.B. Covey, Inc., has indicated that it will be completing the work with its own forces. I ENVIRONMENTAL COMPLIANCE: The project is categorically exempt from the environmental review process under Section 15301 Class 1 (c) of the Public Resources Code (California Environmental Quality Act). 1 FISCAL IMPACT: Table 2 indicates the staff estimate of costs for constructing the project. Funds totaling $801,400 have been appropriated over the last four (4) consecutive years for the Pedestrian Ramp Program. The current available fund balance is $286,800. SCOTT EVANS, CARLSBAD ENGINEERING DEPT. 5/3/m c: \CAPI~AL\VAN m~1\3523-5 mc w 3 5 5 6 WHEREAS, plans have been reviewed by the City Council of the City of Carlsbad for the construction of the Northeast, Southeast and Southwest Quadrant Pedestrian Ramp 7 Improvements; and 8 WHEREAS, bids have been received by the City of Carlsbad for the construction of said RESOLUTION NO. 2000-281 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AUTHORIZING THE EXECUTION OF CONTRACT NO. 3523-5 FOR THE CONSTRUCTION OF THE NORTHEAST, SOUTHEAST AND SOUTHWEST QUADRANTS PEDESTRIAN RAMP IMPROVEMENTS. 9 project; and 10 WHEREAS, the low bid received to construct said project was submitted by H.B. Covey, 11 Inc., in the amount of $222,193; and 12 WHEREAS, the low bid received to construct said project submitted by H.B. Covey, Inc., 13 II is responsive; and WHEREAS, the total estimated costs for said project if performed by H.B. Covey, Inc., including construction, contingency, administration and inspection costs are $285,523; and WHEREAS, the City Council has previously appropriated $801,400 to the ADA Pedestrian Curb Ramp Program, of which $286,800 remains available for design, construction, administration, and inspection of said Project. 14 15 16 17 18 19 20 21 22 23 II Improvements is accepted and the Mayor is hereby authorized to execute a contract therefor. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the low bid of $222,193 submitted by H.B. Covey, Inc., for Project No. 3523-5 for the construction of the Northeast, Southeast and Southwest Quadrants Pedestrian Ramp 24 25 26 27 ~ 3. That the award of this contract is contingent upon the bidder submitting the lowest responsive bid executing the required Contract and submitting the required bonds and insurance policies, as described in the contract, within twenty (20) days of adoption of this resolution. The City Manager may grant reasonable extensions of time.
