RECOMMENDED ACTION:
Adopt Resolution No. Jm approving out-of-state travel for the
Purchasing Officer to attend the Innovation Groups National Purchasing Alliance
Meeting in Sarasota, Florida.
I ITEM EXPLANATION:
The City of Carlsbad is a member of The Innovation Groups, a non-profit
organization of more than 400 jurisdictions in twenty-two states. The main
purpose of Innovation Groups is to help city and county government
professionals find the tools and information to improve productivity, and save
time and money.
Following the National Conference in Santa Clara, CA, the Purchasing Alliance
Steering Committee scheduled their next meeting October 18-19 in Sarasota,
FloridaThey invited the City of Cartsbad’s Purchasing Officer to attend and
become active with the group. This will be an opportunity to share important
information and gain valuable knowledge related to procurement in public
agencies.
FISCAL IMPACT:
When FYZOOO-01 Purchasing Budget was developed, staff did not know about
the Steering Committee meeting and did not include it in the travel budget. The
cost for the Purchasing Officer to attend the two day meeting will be
approximately $650.00 Staff is requesting the Council approve attendance to the
Innovation Groups National Purchasing Alliance Meeting and appropriate
$650.00 from the General Fund Contingency Account to cover the cost of the
meeting.

RESOLUTION NO. 2000-262
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING OUT-OF-STATE
TRAVEL FOR THE PURCHASING OFFICER TO ATTEND
THE INNOVATION GROUPS NATIONAL PURCHASING
ALLIANCE MEETING.
WHEREAS, The Innovation Groups National Purchasing Alliance Meeting is an
educational and informational forum;
WHEREAS, the City Council concurs that it is in the public interest to authorize out-
of-state travel for the Purchasing Officer to attend The Innovation Groups National
Purchasing Alliance Meeting in Sarasota, Florida.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are correct.
2. That out-of-state travel is hereby authorized, in accordance with City Policy, for
the Purchasing Officer to attend the Innovation Groups National Purchasing
Alliance Meeting in Sarasota, Florida.
3. That the Finance Director is hereby authorized to appropriate $650.00 from the
Contingency Balance to pay for this travel.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the City Council of the City
of Carlsbad held on the 12th day of September , 2000, by the following vote,
to wit:
AYES: Council Members Lewis, Hall, Finnila, Nygaard and Kulchin
