RECOMMENDED ACTION:
That the City Council ADOPT Resolution No. c?~OO -d 8 8 APPROVING the Street Name
Change SNC 00-01, renaming Mamma Road to Windvane Lane, Ruppia Drive to &lhitewaterStreet
and Polydora Road to Leeward Street.
ITEM EXPLANATION:
On July 5, 2000, the Planning Commission conducted a public hearing and recommended approval
of a street name change to rename Mamma Road to Windvane Lane, Ruppia Drive to \tiitewater
Street and Polydora Road to Leeward Street. Hofman Planning has requested the change to
provide greater community identity and aesthetics in Planning Area 8 of Poinsettia Properties.
The proposed street name changes conform to all requirements of the City Council’s Street Naming
and Addressing Policy No. 20, based on the following:
1. The names Windvane, &tewaterand Leeward do not conflict with other street names in the
city.
2. The Police and Fire Departments have stated that, provided their emergency response maps
and databases are updated, no emergency response concerns exist with the proposed street
name changes.
3. The proposed street name changes do not exceed 16 letters and spaces, which is the maximum established in Policy No. 20.
4. The Poinsettia Properties Planning Area 8 project is located in the Southwest Quadrant. Policy
No. 20 states that nautical terms may be used for street names. Windvane, Whitewater and
Leeward are consistent with this theme because they are nautical terms.
An additional consideration is the fact that Poinsettia Properties Planning Area 8 is currently under
construction and there are no existing homes or residents on these streets.
ENVIRONMENTAL:
The renaming of streets is exempt from environmental review pursuant to Section 15301 (g) of the
State CEQA Guidelines. The Planning Director will issue a Notice of Exemption upon final project
determination.
FISCAL IMPACT:
The fiscal impact to the City will be negligible since the applicant has agreed to pay all costs
associated with the street name change, including street signs and database updates, and has
accepted a condition of approval to that effect.

WHEREAS, pursuant to the provisions of the Municipal Code, the Planning
Commission did, on July 5, 2000, hold a duly noticed public hearing as prescribed by law to
consider a street name change; and
WHEREAS, the City Council of the City of Carlsbad, on the 12th day of
September , 2000, held a duly noticed public hearing to consider said Street Name Changes
and at that time received recommendations, objections, protests, comments of all persons
interested in or opposed to SNC 00-01; and
The City Council of the City of Carlsbad, California, does hereby resolve as
follows:
1. That above recitations are true and correct.
2. That Street Name Change (SNC 00-01) is adopted and Mamma Road is
renamed Windvane Lane, Ruppia Drive is renamed Whitewater Street and Polydora Road is
renamed Leeward Street and that the findings and conditions of the Planning Commission as
set forth in Planning Commission Resolution No. 4790, on file with the City Clerk and made a
part hereof by reference, are the findings and conditions of the City Council.

WHEREAS, Hofman Planning Associates has filed a verified application with
the City of Carlsbad which has been referred to the Planning Commission; and
WHEREAS, said verified application constitutes a request for a street name
change as shown on Exhibit ‘LA” dated June 21, 2000, on file in the Planning Department as
provided by City Council Policy Statement No. 20; and
WHEREAS, the Planning Commission did on the 5th day of July, 2000, hold a
duly noticed public hearing to consider said proposed street name change; and
WHEREAS, at said public hearing, upon hearir@’ and considering all testimony
and arguments, if any, of all persons desiring to be heard, said Commission considered all factors
relating to the street name change.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning
Commission as follows:

The proposed street name change is consistent with City Council Policy No. 20, the
Street Naming and Addressing Policy,. in that the main names are nautical in
nature, as required in this area, and the total number of letters and spaces is less
than 16.
The proposed street name change will not cause congestion or confusion in that the
main street names are not used elsewhere in the City.
Conditions:
1. Staff is authorized and directed to make or require the Developer to make all corrections
and modifications to the Street Name Change Documents necessary to make them
internally consistent and in conformity with City Council’s final action on the project.
Development shall occur substantially as shown on the approved exhibits. Any proposed
development different from this approval, shall require an amendment to this approval.
2. The applicant shall reimburse the City for any expenses related to changing
Martima Road, Ruppia Drive and Polydora Road to Windvane Lane, Whitewater
Street and Leeward Street, respectively, such as emergency response maps and
databases.
NOTICE
Please take NOTICE that approval of your project includes the “imposition” of fees,
dedications, reservations, or other exactions hereafter collectively referred to for convenience as
“fees/exactions.”
You have 90 days from ate of final approval ‘to protest imposition of these fees/exactions. If you
protest them, you must follow the protest procedure set forth in Government Code Section
66020(a), and tile the protest and any other required information with the City Manager for
processing in accordance with Carlsbad Municipal Code Section 3.32.030. Failure to timely
follow that procedure will bar any subsequent legal action to attack, review, set aside, void, or

I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 4790
RECOMMENDING APPROVAL of SNC 00-01, based upon the findings and subject to the
conditions contained therein
II. INTRODUCTION
The proposed street name changes would rename Martima Drive to Windvane Lane, Ruppia
Drive to Whitewater Street and Polydora Road to Leeward Street. The proposed street name
changes are consistent with the City Council’s Policy No. 20 regarding street naming and
addressing. No buildings are currently addressed off of these streets. Staff has no issues with the
proposal.
III. PROJECT DESCRIPTION AND BACKGROUND
Hofinan Planniug Associates is requesting approval of three street name changes for CT 97-22,
Poinsettia Properties Planning Area 8. As shown on the attached map, the proposal involves
renaming all three streets within the subdivision. The applicant has stated that they wish to
change the approved street names to provide greater community identity and aesthetics. The
following is a listing of the old and new street names:

In 1987, the City Council adopted a policy statement regarding street naming, re-naming and
addressing. The action served to implement the General Plan Circulation Element program to
“establish and maintain an offkial street naming and addressing plan to remove conflicts,
duplication and uncertainty.” A conflicting or confusing street naming or addressing system can
increase congestion, detour visitors and slow emergency response. Therefore, Council Policy

No. 20 details a system for selecting the main street name, its suffix and the addresses on the
street. This procedure is followed during the final subdivision map review, prior to the public or
private street being recorded.
Occasionally the need arises to rename a street. Typically this is based upon confUsion or
duplication of names (e.g. Palmer vs. Palmar or Mission Estancia vs. Estancia Street) and the
resulting potential delay in safety response times. In some instances, a street has been renamed
to satisfy neighborhood or developer’s marketing needs, provided it remained equally or more
consistent with the City Council Policy No. 20. Such is the case’with this street name change
request.
IV. ANALYSIS
As discussed above, the only document governing the naming and renaming of private and
public streets is City Council Policy No. 20, the Street Naming and Addressing Policy. In
addition to the regulatory documents, a street name or rename should not interfere with safe and
adequate circulation, including emergency response time. Therefore, the following analysis is
divided into two sections, one discussing compliance with the Council policy, the other
discussing potential circulation impacts.
A. Conformance with City Council Policy No. 20
The Street Naming and Addressing Policy specifies the types of mail names and suffixed for
streets within Carlsbad. As shown on the attached Street Name Classification Map, different
portions of the City have themes for the main name of a street. For example, streets in the
southwest quadrant should be labeled with either names of flowers, trees, plants birds or nautical
terms (such as Poinsettia Lane, Kestrel Drive and Windrose Circle).
The proposed street name changes conform to the City Council Policy No. 20 in all aspects. The
names “Windvane, ” “Whitewater” and “Leeward” are all nautically derived and are consistent
with other nautical street name themes in the southwest quadrant.
The Street Naming Policy also lists acceptable street name suffixes or designations. These
designations are grouped to indicate the size and direction of a street. For example, north-south
trending roadways are typically named streets or drives whereas east-west trending roadways are
typically avenues or roads. The proposed street name designations conform to this policy, as
Windvane Lane is an east-west trending roadway, and Whitewater Street and Leeward Street are
north-south trending roadways.
B. Circulation Impacts
As discussed above, confusing or conflicting street names can increase congestion and slow
emergency response times. The current proposal would not create confusion since the main
names “Windvane, ” “Whitewater” and “Leeward” are not used in any other form throughout the
city, The proposed street name change has been reviewed by the Fire and Police Department and
no emergency response concerns were raised. Some emergency response maps and computer
dispatch data may need adjustment, however, the applicant is conditioned to reimburse the City

for all costs associated with these revisions. In summary, the proposed street name change will
not cause any adverse circulation impacts.
V. ENVIRONMENTAL REVIEW
The physical ramifications of a request to change a street name involve the re-facing of existing
street name signs and qualifies as a minor alteration of existing public structures involving
negligible expansion of use. The proposal is therefore exempt from environmental review
pursuant to Section 15301(g) of the State CEQA Guidelines and a Notice of Exemption will be
issued upon final project determination.

Gary Wayne, Assistant Planning Director, stated that item #l on the agenda was a request for a street
name change in the Poinsettia Properties Planning Area 8. He stated that the Commission’s action is a
recommendation to the City Council.
Senior Planner, Michael Grim, presented the project as follows: This is a request for a street name
change for Poinsettia Properties Planning Area 8, which is a recently approved subdivision that is
currently under construction. There are no houses or residences within the subdivision, however the map
has been finaled. With the final map three street names were recorded, Mamma Road, Ruppia Drive and
Polydora Road. The developer has requested that the street names be changed. Staff reviewed the
proposed street names, which are Windvane Lane, Whitewater Street and Leeward Street, with regard to
their consistency with the City’s street naming and addressing policy, Policy #20, which requires that
streets have the appropriate suffices depending on what size they are and what direction they are in. In
addition, it is required that the street names be of a consistent type, e.g. the southwest quadrant is
permitted to have street names with maritime or nautical terms or flowers, trees, birds, etc.
Mr. Grim advised the Commission that no other streets in the City had similar street names. Neither the
Police Department nor Fire Department voiced any concerns or conflicts regarding the proposed street
name changes. The name changes will not impede emergency response. Therefore, Staff is
recommending approval of SNC . 00-01.
Referring to the Los Angeles Times Highway Section, Commissioner L’Heureux expressed concern
regarding the different pronunciations of the word “Leeward” and suggested that street names with only
one pronunciation be used.
Mr. Grim, referring to the various streets in Carlsbad with Spanish street names, stated that it was
common practice for street names to be spelled out when there was doubt as to the pronunciation. With
regard to the safety issue he deferred to the Emergency Services of the City of Carlsbad, noting that both
the Police and the Fire Department have said there are no safety issues with regard to the pronunciation
of “Leeward.”
Chairperson Compas asked the applicant to come forward. The applicant was not present.
PUBLIC TESTIMONY:
Chairperson Compas opened public testimony. As no one wished to speak, he closed public testimony
and called for a discussion.
DISCUSSION:
Noting that the applicant was not present and referring to the outstanding question of changing the street
name “Leeward” to one with only one pronunciation, Commissioner Segall suggested that agenda item #l
be continued.
Commission L’Heureux stated that she did not want the item continued, but wanted the safety issue, as it
relates to the different pronunciations of street names, noted.
Chairperson Compas called for a motion.

On or about 11/28/00 Lorraine Wood asked that I research the SNC 00-01 as the County
Registrar of Voters had called requesting clarification. They had received a letter
from John Mildbrant in the Building Department that stated a conflicting list of
street name changes.
I spoke w/ John and he faxed me a copy of the letter he had sent as well as the Agenda
Bill, Resolution and Location map relating to this street name change. Upon research
it became clear that the Agenda Bill and Resolution did not match the Location Map which
was supplied. Further discussions with Val D. in Planning and John M. in Building resulted
in the conclusion that the Location map is correct and the Agenda Bill and Resolution
are both incorrect.
At that time Val notified me that Paul Godwin in Planning was heading up this SNC.
Paul &/or John have since spoken w/ Janice B and were notified that the City Attorney's
office needed to be brought on board to correct the errors in the Agenda Bill and
Resolution.
A final e-mail reminder is being sent to Lorraine W., Jancie B., Paul G., Val D., and
John M. regarding this matter.

My understanding at this time is that Agenda Bill 15,898 and Resolution 2000-288 are incorrect with respect to the street names and that the Attorney’s office has been, or will be contacted by you to correct
the situation.

WHEREAS, pursuant to the provisions of the Municipal Code, the Planning
Commission did, on July 5, 2000, hold a duly noticed public hearing as prescribed

WHEREAS, pursuant to the provisions of the Municipal Code, the Planning
Commission did, on July 5, 2000, hold a duly noticed public hearing as prescribed
by law to consider a street name change; and
WHEREAS, the City Council of the City of Carlsbad, on the 12TH day of
September, 2000, held a duly noticed public hearing to consider said Street Name
Changes and at that time received recommendations, objections, protests,
comments of all persons interested in or opposed to SNC 00-01; and
The City Council of the City of Carlsbad, California, does hereby resolve as
follows:
1. That above recitations are true and correct.
2. That Street Name Change (SNC 00-01) is adopted and Mamma Road is
renamed Whitewater Street, Ruppia Drive is renamed Leeward Street, and
Polydora Road is renamed Windvane Lane and that the findings and
conditions of the Planning Commission as set forth in Planning
Commission Resolution No. 4790, on file with the City Clerk and made a
part hereof by reference, are the findings and conditions of the City
Council.
