RECOMMENDED ACTION:
Adopt Resolution No. sa-aa accepting the bid of $145,360 and awarding the
contract to Nelson Roofing to furnish and install a new roof at Stagecoach and
Calavera Community Centers, Contract No. FAC 01-01.
ITEM EXPLANATION:
The City established a roof rehabilitation program several years ago to systematically
replace roofs before they failed. Stagecoach Community Center, which was
constructed in 1986, and Calavera Community Center, which was constructed in
1989, are now due to have their roofs replaced. Both roofs have leaked and have
had to be repaired in recent storms. Replacement of the roofs will protect the
structure and the equipment inside and will eliminate inconvenience to the
occupants.
On July 11, 2000, City Council approved contract documents and special provisions,
and authorized the City Clerk to advertise for bids for this project. Nine bids were
received, opened, witnessed and recorded on August 15, 2000. The bid amounts
ranged from $145,360 to $204,858. The bids were reviewed by the staff of
Purchasing and the General Services of Public Works and were as follows:

Nelson Roofing submitted the lowest bid. Therefore, staff recommends the contract
be awarded to Nelson Roofing, the lowest responsive bidder, in the amount of
$145,360. The contractor’s registration and bonds are in order and references are
satisfactory. Contract documents are on file in the General Services of Public Works
office.

ENVIRONMENTAL REVIEW:
This project has been determined to be exempt from environmental review per
CEQA- Class 1 (c), Minor alteration of existing facility.
FISCAL IMPACT:
The project cost is $145,360. Funds were previously appropriated in the C.I.P.
adoption and sufficient funds are available for this project.

RESOLUTION NO. 2000-292
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AUTHORIZING THE EXECUTION OF CONTRACT NO. FACOl-01 TO FURNISH AND INSTALL A NEW ROOF AT STAGECOACH AND CALAVERA COMMUNITY CENTERS.
WHEREAS, bids have been received by the City of Carlsbad, California to furnish and
install a new roof at Stagecoach and Calavera Community Centers; and
WHEREAS, the lowest responsive bid received was submitted by Nelson Roofing in the
amount of $145,360; and
WHEREAS, sufficient funds are available in the Capital Improvement Program budget.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad as
follows:
1. That the above recitations are true and correct.
2. The bid of $145,360 by Nelson Roofing to furnish and install a new roof at
Stagecoach and Calavera Community Centers, Contract No. FACOl-01 is hereby
accepted and the Purchasing Officer is hereby authorized to execute a purchase
order for this project.
3. That the Mayor of the City of Carlsbad is hereby authorized and directed to execute
a contract for and on behalf of the City of Carlsbad.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 26th dayof September , 2000, by the following vote, to wit:
