RECOMMENDED ACTION:
That the Mayor appoint with City Council concurrence a volunteer citizen representative to
participate in a value analysis study for Caltrans District 11.
ITEM EXPLANATION:
The City Council has received an invitation (Exhibit 1) from Caltrans to appoint a volunteer
citizen representative to participate in a Value Analysis study for District 11. The study’s
goal is to develop a vision for the Interstate, which includes identifying viable opportunities
that would enhance the characteristics of the corridor and that would support the planning
objectives of each city within the project’s scope. Studies conducted in other areas have
been successful in developing several highway elements, such as pedestrian and bicycle
facilities, landscaping, and other beautification design features.
Caltrans requests that the Citizen Volunteer be a full-time team member and committed to
attending the 10 days of scheduled workshops. Each day is scheduled to last from 9 a.m.
to 4 p.m. The study is scheduled to begin on October 3, 2000, and will continue meeting
Tuesday through Thursday on the following dates: October 3, 4, 5, 10, 11, 12, 17, 18, and
19. A presentation of the group’s findings is tentatively scheduled October 27, 2000.

Dear Mr. Patchett:
I would like to invite the City of Carlsbad to appoint a volunteer citizen representative to
participate in a Value Analysis (VA) study for Caltrans District 11. The VA Study will examine
the proposed project to widen and add High Occupancy Vehicle lanes to Interstate 5 from Del
Mar Heights Road, Del Mar, to Vandegrift Boulevard, Oceanside.
We ask that your citizen volunteer be a full-time VA team member and committed to attending
all ten days allotted for the study workshop, from approximately 9 a.m. to 4 p.m. each day. The
study is scheduled to kick off on October 3, 2000, and the team will continue meeting Tuesday
through Thursday on the following dates: October 4, 5, IO, 11, 12, 17, 18 and 19. A
presentation to all interested stakeholders of the team’s findings and recommendations is
tentatively scheduled for Friday afternoon, October 27, 2000. The team may be asked to
reconvene in the morning to prepare for the afternoon presentation.
The study’s goal is to develop a vision for the Interstate, identifying viable opportunities that
would enhance the characteristics of the corridor that support community identity and the
planning objectives of each city within the project’s corridor. This portion of coastal Interstate 5
is included in the State Scenic Highway system. This designation requires Caltrans to consider
the route as a “complete highway,” which means that the highway should incorporate beauty in
its design, in addition to safety, utility and economy.
Studies conducted in other states have been successful in developing several enhancing
highway elements, such as pedestrian and bicycle facilities, landscaping, and other scenic
beautification design features. We in San Diego County have the same opportunity. Active
participation by the community during the project development process will produce a project of
which we can all be proud.
It is important for Caltrans’ key project decision-makers and staff to learn first-hand the
important community issues at stake, including potential beneficial and adverse impacts of the
project. However, we ask that your citizen representative come to the study with an open mind
to the project. He/She will be asked to brainstorm a broad range of enhancement ideas,
systematically evaluate each idea, and work with the team towards consensus on prioritizing the

most viable and worthwhile recommendations. Each day of the VA workshop, the team
discusses important findings and reaches consensus to direct the study’s progression.
Therefore, it is critical that team members attend all meetings and participate in a constructive
manner in order to produce the best study possible.
Using the VA methodology has proven to be very successful in identifying the optimum project
alternative. The VA process facilitates partnering and consensus building, fostering
appreciation for each other’s concerns and increasing each team member’s sense of ownership
and pride in the project that extends well beyond the conclusion of the study.
The VA methodology uses a systematic process, starting with a thorough review of the existing
corridor attributes and the proposed widening project features. This will include a kick-off
meeting with key project decision-makers and stakeholders, and a VA team field trip of the
corridor. The VA team will then follow the VA sequence of analyzing project functions,
brainstorming ideas, systematic evaluation and selection of ideas and, lastly, developing the
selected ideas into VA proposal descriptions that include the advantages and disadvantages of
each proposal, the estimated cost estimate, concept sketches, and implementation strategies.
Interstate 5 is without question the most significant highway serving San Diego County. The
function and location of this highway deserves our dedicated attention so that we can develop a
highway corridor that becomes part of the community.
