ARTS CITY MGR RECOMMENDED ACTION: Resolution No. oc)-saccepting a grant from the Christensen Fund for $85,000 and appropriation of funds ITEM EXPLANATION: Guided by the City of Carlsbad strategic goal “to enhance the educational opportunities for all segments of the community...” the Christensen Fund grant will provide funds to offer hands-on arts projects related to gallery exhibits for school tours and will provide funds to place an artist in two (2) schools, one in the Carlsbad Unified School District and one in the Encinitas Union School District which serves Carlsbad students for 20 hours a week. These artists will teach art by developing , curriculum that relates to the gallery exhibitions and to the State’s visual and performing arts standards. The school program at the Gallery has been much more successful that anticipated. The schools have booked over 70 tours for the current landscape show. With an average of 33 students per class, over 2,300 students will have the opportunity to view original art during the eight week show. The grant will assist with paying tour guides to help with the increase in tours. The Christensen Fund is a nonprofit foundation located in Palo Alto, California that supports education in the visual arts, thus a good match for arts education at the William D. Cannon Art Gallery and in the schools. FISCAL IMPACT: No new matching funds are required. The total amount of the grant is $85,000. Staff requests the Finance Director be authorized to appropriate $85,000 to the designated Special Revenue Account for expenditures as described above. EXHIBITS: 1. Resolution No. &&XXI - ss 2. WHEREAS, one of City Council’s goals is “to enhance the educational opportunities for all segments of the community...“; and WHEREAS, the Christensen Fund is a nonprofit foundation located in Palo Alto, California that supports education in the visual arts; and WHEREAS, The Christensen Fund grant will provide funds to offer hands-on arts projects related to gallery exhibits for school tours and will provide funds to place an artist in two (2) schools, one in the Carlsbad Unified School District and one in the Encinitas Union School District which serves Carlsbad students for 20 hours a week; and WHEREAS, the grant will also assist with paying tour guides to help with the increase in tours.; and WHEREAS, no new matching funds are required. The City Council accepts the Christensen Fund grant in the amount of $85,000. 3. The City Council authorizes the Finance Director to appropriate $85,000 to the designated Special Revenue Account to be expended as stated above. PASSED, APPROVED AND ADOPTED, at a regular meeting of the City Council of the City of Carlsbad, California, held on the 3rd , 2000, by the following vote, day of October to wit: AYES: Council Members Lewis, Fi NOES: None ABSENT: Council Member Hall - The Carlsbad Arts Office has worked in partnership with the school districts serving Carl&ad residents for over 10 years. More recently the Arts Office has developed a school/community long range plan with both the Carlsbad Unified School District and the Encinitas Union School District. This is the result of (2) three year grants from the California Arts Council and the State Board of Education. The William D. Cannon Art Gallery opened in September of 1999 and has developed an outstanding arts education program in its first year. The response has been much greater than anticipated thus additional funding is needed to maintain the resources and to add artists in the schools. We propose the following: 1. 2. 3. 4. A Resource Guide will be developed and printed for each of five exhibitions. An exhibition resource guide costs $5,000 to produce and an example will be sent to you under separate cover. The guide will be distributed in advance to teachers of two grade levels at all schools to prepare the students for the exhibition. 5. A gallery visit and guided educational/interactive tour of the gallery will be given. Artists will be hired and placed in two schools to work with students at the two targeted grade levels for a six week period. They will teach visual art lessons that are developmentally appropriate and aligned with the standards of the CA Visual and Performing Arts Framework. Artists will relate curriculum to the gallery exhibitions. Teachers and artists will have planning sessions to integrate the curriculum for cross-curricular investigation. 6. The program will be organized and supervised by the Arts Education Coordinator. Goals and Aims 1. Work in partnership with the school districts to enhance sequential learning in visual arts instruction by providing resources that coincide with current exhibitions. 2. To provide an opportunity for classroom teachers and parents to learn about visual arts. 3. To offer students and teachers an opportunity to see quality art in a gallery setting and to understand the process of creating art as core curriculum in the classroom environment.
