AND APPROPRIATION CITY ATTZP-

RECOMMENDED ACTION:
Adopt Resolution No. 2oco- 31&cepting $2,322.00 in donations for the Carlsbad Sister City
Committee Cultural Ambassador Program and appropriate funds for the related airfare and travel
expenses of Cultural Ambassador to Karlovy Vary, Priti Gandhi, who will compete in that city’s
Dvorak Vocal Contest in November, 2000.
ITEM EXPLANATION:
As part of its mission to foster goodwill between Carlsbad and its sister cities through educational,
cultural, business and citizen exchanges, the Sister City Committee wishes to develop an active
cultural exchange with Karlovy Vary. To date, the Czech sister city has sent several artists and
musicians to Carlsbad to exhibit and perform for our citizens, but Carlsbad has not sent any
performers or artists to Karlovy Vary. The Arts Office, which staffs the Sister Cities program, has
developed a strong working relationship with the San Diego Opera within the past year, resulting in
several free programs for the benefit of Carlsbad residents. Upon consultation with Opera staff, the
Committee selected and invited Ms. Gandhi, a North County resident, professional mezzo-soprano
and Artist In Residence with the San Diego Opera this year, to represent Carlsbad in the thirty-fifth
annual presentation of the Dvorak Vocal Competition held by Karlovy Vary. Ms. Gandhi performed
a benefit concert presented by the Committee to a full house in Carlsbad on August 13, 2000, which
raised $2,322.00 for the Special Contributions Account. The contributions accepted will be used to
pay for Ms. Gandhi’s travel-related expenses. Upon her return from Karlovy Vary, she will perform
a second Carlsbad concert of opera and classical selections, to benefit the Sister Cities Program.
FISCAL IMPACT:
The cost of Ms. Gandhi’s travel between November 3 and November 11 is estimated between
$1,300 and $1,800, including airfare, medical insurance, per diem, registration fee and gratuity to
accompanist. Karlovy Vary provides lodging during the contest and a professional accompanist.
The donated amount of $2,322.00 will be placed in the Sister City donations account and is to be
appropriated for travel expenses for Priti Gandhi and other Ambassador exchange program
expenses.

WHEREAS, City Council established the Sister City Committee for the purposes of “planning
and implementing programs which foster mutual understanding and goodwill between the citizenry of
6 the City of Carlsbad and the citizenry of designated sister cities;” and

WHEREAS, San Diego Opera Artist-in-Residence Priti Gandhi was selected to represent
Carlsbad as its Cultural Ambassador at the 35th Annual Dvorak Vocal Contest presented by Sister City

Karlovy Vary, with travel expenses to be paid from the Committee’s Special Revenue account; and
WHEREAS, the Sister City Committee is charged with “fundraising to support the Sister City
Program,” and the Committee raised $2,322.00 at a concert performed by Ms. Gandhi on Sunday,
August I3,2000 for the purpose of sending her to Karlovy Vary,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows:
I. That the above recitations are true and correct.
2. That donations amounting to $2,322.00 are accepted and deposited in the Sister City
Committee Special Revenue account.
3. The Finance Director is hereby authorized to appropriate $2,322.00 for travel expenses for
Cultural Ambassador Priti Gandhi.

of the City of Carlsbad, California, held on the z%lay of October , 2000, by the following vote,
