ITEM EXPLANATION: The City of Carlsbad’s application for funding under the US Department of Justice’s Local Law Enforcement Block Grants Program from the Omnibus Fiscal Year 1999 Appropriations Act was approved in the amount of $86,331. These one-time funds can be used only to enhance, and not replace, law enforcement budgets and must be spent within two years from the receipt of the grant. It is recommended that these matching funds come from the police asset forfeiture fund. In addition, any interest earned must be added to the project and spent for project purposes. With a block grant award of $86,331, the cash match must be $9,592; estimated interest is $4,000 for a total program-funding amount of $99,923 for eligible projects/programs. The police department is requesting that the following appropriations totaling $99,923 be made: Live Scan equipment ($60,000), North County drug court support ($10,000) alternate light source for evidence processing ($1 O,OOO), simunition equipment ($6,000) North County Gang Task Force support ($5,000) community report ($3,000) and citizens academy ($1,923), plus an additional $4,000 from interest earned for miscellaneous related expenses. The Carlsbad Advisory Board met on February 1, 2000, and recommended City Council approval of staffs proposed expenditures. A public hearing must be held regarding the proposed use of the funds and must be held prior to the obligation of the funds. Staff is recommending that the City Council accept public testimony on the proposed expenditures as explained above.
