MGR. I APPROPRIATION OF FUNDS CITY MGR DEPT. HD. RECOMMENDED ACTION: Staff recommends Council adopt Resolution No. amsf accepting the bid of Precision Litho, authorizing the execution of a purchase order and appropriation funds from the General Fund Contingency Account. ITEM EXPLANATION: The “It’s Your City” weekly appointment calendar provides key information on a broad variety of topics in a convenient publication designed to inform residents about the breadth of programs, services and activities available in their community. The information includes City and community resource numbers; articles on topics such as growth management, traffic, parks and trees; introductions to facilities including the Senior Center, the Genealogy Library, the Community Garden; Sculpture Garden, Art Gallery and the Cole Library’s new history room; ways to get involved at several levels with the City and the community; and several other resident-oriented subjects of interest. The calendar is designed to be more than just a calendar. It is anticipated the residents will retain the calendar as a resource guide and use it for reference to City and community services. The calendar will be mailed to each resident address in Carlsbad. Additional copies will be available at several City facilities. The calendar will also be made available to businesses through the City of Carlsbad and the Village Business Association. In accordance with Section 328.120 of the Municipal Code, Notice to Bidders was published and Requests for Bid were sent to eight vendors. On October 26, 2000, seven bids were opened. Bid prices before sales tax is added are listed below: Vendor Price 1. Precision Litho $ 99,098.OO 2. A&L Litho $106,405.90 3. Continental Litho $108,600.00 4. SOS Printing $110,550.00 5. CPS Printing $112,647.00 6. Mirage Printing $121,219.65 7. Synergy Printing Svcs. $129,188.00 The lowest, responsible bidder submitting a responsive bid was Precision Litho. FISCAL IMPACT Staff is requesting the appropriation of $140,000 from the General Fund Contingency Account to the Public Information Account. The appropriation will pay for the costs of designing, producing, printing and mailing/distributing 40,000 copies of the calendar. The estimated cost of designing, producing and mailing the calendar to every residential address in Carlsbad and making them available as noted above is $3.50 per calendar. EXHIBITS 1. Resolution No. aooo - 3301 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 2000-339 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA AUTHORIZING A TRANSFER OF FUNDS FROM THE GENERAL FUND CONTINGENCY ACCOUNT TO THE PUBLIC INFORMATION ACCOUNT AND ACCEPTING A BID AUTHORIZING THE EXECUTION OF A PURCHASE ORDER AND APPROPRIATION OF FUNDS WHEREAS, the City of Carlsbad wishes to print a weekly appointment calendar; and, WHEREAS, Section 3.28.120 of the Carlsbad Municipal Code provides that materials and services costing over $25,000 must be obtained through formal bidding procedures; and, WHEREAS, bid proposals were submitted by seven vendors and were judged against known criteria. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. The Finance Director is authorized to appropriate $140,000 from the General Fund Contingency Account. 2.
