RECOMMENDED ACTION:
1. Adopt Resolution No. - accepting the work in accordance with Contract No. POO-02 as complete and direct the City Clerk to have the Notice of Completion recorded and
then the ten percent retention is to be released thirty-five days after recordation of said project.
2. Adopt Resolution No.m#&&accepting the work in accordance with Contract No.
POO-03 as complete and direct the City Clerk to have the Notice of Completion recorded and
then the ten percent retention is to be released thirty-five days after recordation of said
project.
ITEM EXPLANATION:
The City’s Parks Division of the General Services Department implemented tot lot improvements at
two park sites. The Playground Equipment Upgrade Project at Calavera Park, Contract No POO-02,
required the existing playground equipment be removed and replaced with equipment that met all
Americans with Disabilities Act (ADA) standards, as well as recent State legislation regarding safety compliance. In addition, approximately 850 square feet of cushioned rubberized surfacing was
installed to provide access to the playground equipment. The total cost for this project was $52,765.
There was one change order that increased the contract amount by $7,500. Initially, a community
organization requested to remove the existing equipment (2 pieces) and then donate it to an orphanage in Mexico. After the City awarded the contract, the organization informed staff that they
were no longer interested in removing and donating the equipment. The City did not have the
staffing and available time to remove the existing equipment on its own, and therefore, the City
requested the contractor to submit a proposal to remove and discard said equipment. The
manufacturing and installation of the new equipment, along with the removal of the non-compliant equipment, took a total of forty-five working days from start to finish, and this project is now
complete. The contractor’s work is acceptable to the Public Works Manager/General Services.
The second site was at Holiday Park, Contract No POO-03. This project required the removal of the wooden sand delineator (old utility poles) and replacement with an ADA compliant sidewalk and
standard curbing. In addition, concrete picnic and seating areas were added at each end of the tot
lot. These improvements will provide a safer, cleaner and more easily maintainable tot lot facility at
Holiday Park. The total cost for this project was $32,435.
There was one change order that increased the contract amount by $1,852. During the pre- construction meeting between staff and the contractor, it was determined that additional concrete
was needed for this project. The original cost was adjusted to reflect the additional work. The
construction took a total of thirty working days from start to finish, and this project is now complete. The contractor’s work is acceptable to the Public Works Manager/General Services.
Both of these projects successfully addressed the Council Goal as described below:
“Ensure the effective and efficient delivery of top-quality services to our community.”

In addition, these projects successfully addressed one of the Goals for Public Works/General
Services as described below:
“Coordinate the implementation of General Services Improvement projects, which include
C.I.P., ADA, safety modifications and facility renovations/upgrade projects to provide users with top-
quality facilities.
FISCAL IMPACT:
The total cost for the Playground Equipment Upgrade Project at Calavera Park, Contract No. POO-
02 was $60,265. Funding for this project is appropriated in the City’s C.I.P. Program budget.
The total cost for the Holiday Park Project, Contract No. POO-03 was $34,287. Funds for this project
is appropriated in the Parks Operations budget.
