RECOMMENDED ACTION:
Introduce Qm$s - s8 3 amending the date for reorganization of the City
Council.
ITEM EXPLANATION:
At its meeting of November 14, 2000, the City Council directed the City Attorney to draft an
ordinance for the Council’s consideration addressing the timing of its reorganization. That
ordinance is attached. Existing Carlsbad Municipal Code section 2.04.050 specifies that the
City Council shall meet on the first Tuesday after the general election for its reorganization.
This date is not appropriate since the election results have not been certified by the San
Diego County Clerk. This ordinance would amend the date for reorganization of the City
Council to the meeting when the election results are certified or as soon as reasonably
practicable thereafter.
ENVIRONMENTAL REVIEW:
Amendment of the reorganization of the City Council is not a project within the meaning of
CEQA and no further environmental review is necessary.
FISCAL IMPACT:
Changing the date for reorganization of the City Council will not result in any additional
expenditures.

ORDINANCE NO. NS-563
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA TO AMEND SECTION 2.04.050 OF
THE CARLSBAD MUNICIPAL CODE REGARDING
REORGANIZATION OF THE CITY COUNCIL
The City Council of the City of Carlsbad, California does ordain as follows:
SECTION I: That section 2.04.050 of the Carlsbad Municipal Code is
amended to read as follows:
“2.04.050 Reoroanization of the city council.
At the meeting when the general election results are certified by the County
Clerk or City Clerk, as appropriate, or as soon as reasonably practicable thereafter, the
City Council shall meet for the purpose of appointing individual members of the city,council
to boards, commissions, committees or other bodies as the council may find necessary for
its reorganization and effective functioning.”
EFFECTIVE DATE: This ordinance shall be effective thirty days after its
adoption, and the City Clerk shall certify the adoption of this ordinance and cause it to be
published at least once in a newspaper of general circulation in the City of Carlsbad within
fifteen days after its adoption.
