ITEM EXPLANATION: On October 18, 2000, the Planning Commission conducted a public hearing and recommended approval of a street name change to rename Questhaven Road to San Elijo Road. San Elijo Hills has requested the change to provide continuity with the San Marcos portion of Questhaven Road, which has already been changed to San Elijo Road. The proposed street name change conforms to all requirements of the City Council’s Street Naming and Addressing Policy No. 20, based on the following: 1. The name San Elijo Road does not conflict with other street names in the city. 2. The Police and Fire Departments have stated that, provided their emergency response maps and databases are updated, no emergency response concerns exist with the proposed street name changes. 3. The proposed street name changes do not exceed 16 letters and spaces, which is the maximum established in Policy No. 20. 4. Questhaven Road is located in the Southeast Quadrant of the City. Policy No. 20 states that Spanish themed names may be used for street names. San Elijo Road is a Spanish themed name. An additional consideration is the fact that no properties are addressed from Questhaven Road, and that only approximately 500 feet of Questhaven Road is located in the City of Carlsbad. ENVIRONMENTAL: The renaming of streets is exempt from environmental review pursuant to Section 15301(g) of the State CEQA Guidelines. The Planning Director will, issue a Notice of Exemption upon final project determination. FISCAL IMPACT: The fiscal impact to the City will be negligible since the applicant has agreed to pay all costs associated with the street name change, including street signs and database updates, and has accepted a condition of approval to that effect. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 4851, RECOMMENDING APPROVAL of Street Name Change No. SNC 00-02 based upon the findings and subject to the conditions contained therein. II. INTRODUCTION The proposed street name change would change Questhaven Road to San Elijo Road. No properties are addressed off of Questhaven Road. The proposed street name change is consistent with the City Council’s Policy No. 20 regarding street naming and addressing. Staff has no issues with the proposal. III. PROJECT DESCRIPTION AND BACKGROUND San Elijo Hills, a housing development in San Marcos with over 3,000 units planned, is requesting approval of a street name change in the southeast quadrant of the city, to change Questhaven Road to San Elijo Road. Questhaven Road is approximately 5.75 miles long, with only the easternmost 500 feet actually in the City of Carlsbad and no properties are addressed off of its frontage. The majority of the road is located in the City of San Marcos, and serves as a major access point for the San Elijo Hills development. The City of San Marcos has already approved a street name change for their segment of Questhaven Road, changing it to San Elijo Road. As shown on the attached map, the proposal involves changing the existing 500 feet of Questhaven Road, which runs from Ranch0 Santa Fe Road to the City’s eastern border. The applicant has stated that they wish to change the existing street name to reduce confusion and prevent emergency access problems. In 1987, the City Council adopted a policy statement regarding street naming, re-naming and addressing. The action served to implement the General Plan Circulation Element program to “establish and maintain an official street naming and addressing plan to remove conflicts, duplication and uncertainty.” A conflicting or confusing street naming or addressing system can increase congestion, detour visitors and slow emergency response. Therefore, Council Policy SNC 00-02 - QUESTHA v dN STREET NAME CHANGE October 18,200O No. 20 details a system for selecting the main street name, its suffix and the addresses on the street. This procedure is followed during the final subdivision map review, prior to the public or private street being recorded. Occasionally, the need arises to rename a street. Typically, this is based upon confusion or duplication of names (e.g. Palmer vs. Palmar or Mission Estancia vs. Estancia Street) and the resulting potential delay in safety response times. This street name change is requested to prevent one existing roadway from having two street names, which creates possibilities for confusion, circulation problems and emergency response problems. IV. ANALYSIS As discussed above, the only document governing the naming and renaming of private and public streets is City Council Policy No. 20, the Street Naming and Addressing Policy. In addition to the regulatory documents, a street name or rename should not interfere with safe and adequate circulation, including emergency response time. Therefore, the following analysis is divided into two sections, one discussing compliance with the Council policy, the other discussing potential circulation impacts. A. Conformance with City Council Policy No. 20 The Street Naming and Addressing Policy specifies the types of street names and suffixes for streets within Carlsbad. As shown on the attached Street Name Classification Map, different portions of the City have themes for the main name of a street. For example, streets in the southwest quadrant should be labeled with either names of flowers, trees, plants birds or nautical terms (such as Poinsettia Lane, Kestrel Drive and Windrose Circle). The proposed street name changes conform to the City Council Policy No. 20 in all aspects. The name “San Elijo” conforms to the requirement of Spanish names for the southeast quadrant. The Street Naming Policy also lists acceptable street name suffixes or designations. These designations are grouped to indicate the size and direction of a street. For example, north-south trending roadways are typically named streets or drives whereas east-west trending roadways are typically avenues or roads. The existing designation of the Questhaven right-of-way is “Road” and the portion of Questhaven Road in the city of Carlsbad trends both north to south and east to west. In order to reduce confusion, traffic conflicts and emergency response issues, it is preferable to retain the street designation of “road”. Therefore, the proposal of San Elijo Road substantially conforms to the existing street name designation policy. B. Circulation Impacts As discussed above, confusing or conflicting street names can increase congestion and slow emergency response times. Therefore, a duplicate street name in close proximity to the city of Carlsbad could create potential confusion. The current proposal would help to ease confusion, as the name change will give the entire road segment the same name. The proposed street name change has been reviewed by the Fire and Police Department and no emergency response concerns were raised. Some emergency response maps and computer dispatch data may need adjustment, however, the applicant is conditioned to reimburse the City for all costs associated SNC 00-02 - QUEST%. ENVIRONMENTAL REVIEW The physical ramifications of a request to change a street name involve the re-facing of existing street name signs and qualifies as a minor alteration of existing public structures involving negligible expansion of use. The proposal is therefore exempt from environmental review pursuant to Section 15301(g) of the State CEQA Guidelines and a Notice of Exemption will be issued upon final project determination. The Community development Director has determined that it is in the public interest to revise the existing policy for naming and numbering new public and private streets to conform to the Carlsbad Post Of&e’s future computer processing system. PURPOSE;: 1. To establish a policy ensuring a uniform system for naming and addressing new public and private streets in subdivisions and developments in the City of Carl&ad. 2. To establish a policy ensuring a uniform system for changing existing street names in the City of Carlsbad. POLICY: 1. All the addresses shall be assigned by the Development Processing Services Division. Addresses must be assigned prior to the issuance of a building permit. 9. SNC 00-02 -QUESTHAVEN STREET NAME CHANGE - Request for a Street Name Change to change Questhaven Road to San Elijo Road, in the Southeast Quadrant of the City, in Local Facilities Management Zone 11. Assistant Planning Director, Gary Wayne explained that agenda item #l would normally be heard in a public hearing context. The project is minor and routine in nature. This is a very short stretch of road, which exists in the City of Carlsbad. There are no outstanding issues and staff is recommending approval of agenda item #l. In addition, Mr. Wayne stated that if either the public or any Commissioner desires to discuss the item, the item will be pulled and Staff will respond to questions. The Commission’s recommendation will be forwarded to the City Council and City Council will be holding a hearing on this item. Chairperson Compas asked if anyone wished to address the Commission on agenda #l item. As no one wished to pull agenda item #l for discussion, Chairperson Compas opened public testimony. Seeing, no one wishing to testify, he closed public testimony and called for a Motion.
