RECOMMENDED ACTION:
Adopt Resolution Nos. &‘)0-34 3, &@d*&y, j#.JbK and %bbo -366
appointing four members to the Traffic Safety Commission.
ITEM EXPLANATION:
The term of Thomas Blake expires in July, 2000. Mr. Blake was originally appointed in
August, 1990 and has served ten years.
The term of James A. Courtney expires in July, 2000. Mr. Courtney was originally
appointed in January, 1993 to fill an unexpired term and has served seven years.
The term of Keith Gillfillan also expires in July, 2000. Mr. Gillfillan was originally
appointed in October, 1996 and has served four years.
John G. Allan has resigned from the Traffic Safety Commission, effective July, 2000.
Mr. Allan’s vacated term expires in July, 2001.
The other Traffic Safety Commission member is: Frank Whitton.
NOTE: Members of the Traffic Safety Commission are subject to the
requirements of the Political Reform Act, and must file a Statement of
Economic Interest.

California. Four Pi Systems, a development-phase company producing a totally automated
inspection system for solder joint quality on single and multi- layer electronic circuit boards.
197&l 986, President, Chairman, and CEO of IRT Corporation, San Diego, California. IRT, a
company specializing in application of radiation and computer technology to problems of factory
automation and protection of defense systems against severe radiation environments. Company
revenues grew from $6 million and near bankruptcy to $28.9 million with vigorous growth in 1985.
IRT is a public company listed on the American Stock Exchange.
1968-1974, Deputy Manager of Gulf Radiation Technology Division, Gulf Energy &
Environmental Systems Co., San Diego., a division performing research as well as design, analysis,
and test programs under contract to agencies of the U.S. Government. The staff grew to some 180
personnel, more than half of them degreed in the sciences and engineering and many with advanced
degrees.
