FUNDING REQUEST FOR NORTH COUNTY
EMERGENCY COLD WEATHER SHELTER Irtzf?%

RECOMMENDED ACTION:
Adopt Resolution No.&00 - 373 approving an appropriation of $3,200 from the Housing Trust Fund
to provide funding assistance for the North County Emergency Cold Weather Shelter.
ITEM EXPLANATION:
On November 7, 2000, the City of Vista declared an emergency crisis regarding the need for a North
County Emergency Cold Weather Shelter. Vista has applied for $50,000 in funds from State Emergency
Housing Assistance Program to help operate the shelter, which is scheduled to open at the Vista
Community Church on December 15, 2000. A case management program will be included in the shelter
operations to refer individuals to appropriate agencies for further assistance.
The City of Carlsbad provided $4,688 in funding assistance for the regional shelter last year, based on the
number of nights shelter was provided for those from Carlsbad. North County Solutions for Change will
be operating the shelter again this year and is requesting $3,200 based on usage of the shelter last year.
(Exhibit 2). City of Vista staff report that the shelter and case management program were very successful
in assisting many homeless persons last year. The amount of the request was reduced this year primarily
as a result of a decrease in costs to operate the shelter. There is no cost for leasing the facilities for the
shelter this year.
Staff recommends that the City Council approve an appropriation of $3,200 from the Housing Trust Fund
to help provide operating funds for the 2000-01 North County Emergency Cold Weather Shelter.
FISCAL IMPACT:
0 A total undesignated balance of approximately $1.5 million currently exists in the Housing Trust Fund.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROPRIATING $3,200 FROM THE HOUSING TRUST FUND
FOR FINANCIAL ASSISTANCE FOR OPERATION OF THE 2000-01 NORTH
COUNTY EMERGENCY COLD WEATHER SHELTER AND AUTHORIZING
THE CITY MANAGER TO FORWARD THE APPROPRIATION TO NORTH
COUNTY SOLUTIONS FOR CHANGE.
WHEREAS, the City of Carlsbad desires to cooperate with other local agencies to address the
shelter needs of homeless persons and families; and
WHEREAS, the City has received a request for assistance in funding the 2000-01 North County
Emergency Cold Weather Shelter for the homeless, and
WHEREAS, approximately one-hundred and sixty nine individuals from Carlsbad utilized the
1999-2000 Emergency Cold Weather Shelter;
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the above recitations are true and correct.
2. That the City Council hereby appropriates $3,200 from the Housing Trust Fund as a financial
contribution for the North County Emergency Cold Weather Shelter and authorizes the City Manager to II forward the contribution to North County Solutions for Change.

Cold Weuther Shelter (Vhta Winter Shelter)
Dear Mr. Beonch:
On November 7,200O the City of Vista issued an emergency crisis declaration
for a 90 day cold weather shelter as a result of the Community Church of Vista
offering the fi-ee use of their commodious gymnasium. The project just became viable after the City of Vista submitted an application on November 2 I,2000 to
the State of Califotia for a $50,000 EHAP grant. North County Solutions for
Change will manage the program should fbnding be approved from the State
and made available from Carl&ad and the other North County cities.
Each year for the past seven winters the City of Carl&ad has contributed a proportional dollar amount towards the winter shelter. This year that amount for
the City of CarMad is $3,200 which is based on the number of homeless
individuals and fan-&es who used the winter shelter last year,
Because of this year’s funding uncertainties, Solutions for CxXange asks that the
City of CarMad commit to the requested $3,200 amount by the opening date of
December 15,200O. Without the funding commitments from Carl&ad and
other local cities, Solutions for Chaage does not know how the shetter can be
opened. Attached is the budget for the North County Emergency Cold Weather
Shelter.
