Year 2000 Local Law Enforcement Block Grants Program was approved in the amount of $70,541.
These one-time funds can be used only to enhance, and not replace, law enforcement budgets and must be spent within two years from the receipt of the grant. The federal funds may not exceed 90
percent of the total program costs. The City must provide at least 10 percent of the total program
cost in cash. It is recommended that these matching funds come from the police asset forfeiture fund. In addition, any interest earned must be added to the project and spent for project purposes.

enhancements ($15,000), community report ($3,000), plus an additional $4,000 from interest earned
for miscellaneous related expenses. These proposed expenditures comply with the requirements of
the grant.
As required by the regulations for the funding, an advisory committee must make recommendations to the City Council on the projects proposed for funding under the subject block grant. The
Carlsbad Advisory Board met on November 16, 2000, and recommended City Council approval of
staffs proposed expenditures.
A public hearing must be held regarding the proposed use of the funds and must be held prior to the
obligation of the funds. Staff is recommending that the City Council set a public hearing to accept
public testimony on the proposed expenditures.
