APPOINTMENTS TO COMMUNITY DEVELOPMENT BLOCK

ADVISORY COMMITTEE
RECOMMENDED ACTION:
Adopt Resolution No. 2600 l 377 appointing members to the City’s Community Development Block
Grant/HOME Investment Partnership Funding Advisory Committee.
I ITEM EXPLANATION:
The City receives federal funds to assist low and moderate-income families and individuals through the
Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) Programs.
The Citizen Participation Plan required for Carlsbad’s CDBG/HOME Program specifies the formation of a
seven member Funding Advisory Committee to make recommendations regarding funding allocations to the
City Council. The Citizen Participation Plan further specifies that the City Council appoint seven members to
the Committee with the following representation: one Housing Commissioner, one Planning Commissioner,
one Senior Commissioner, and four citizens-at-large, one from each quadrant of the City.
The City Council appointed the following Committee Members for two-year terms on January 18,200O:
Planning Commission Ann L’Heureux
Housing Commission Ed Scarpelli
Northwest Quadrant Julio Ramirez
Northeast. Quadrant Sally Hannon
Southeast Quadrant Steve Dorsey
Southwest Quadrant Sally Lyons
Mr. Steve Dorsey, listed above as representative for the Southeast Quadrant, has moved out of the state
and will not be able to complete his two-year term. Mildred West has completed her two-year term as
representative from the Senior Commission to the Advisory Committee. The Mayor has requested and
received the following recommendations for appointment to the Committee:
Seniors Commission
Southeast Quadrant
George Weber
Peggy Savary
Staff recommends that Council adopt the attached Resolution reaffirming the appointment of the
previously appointed Committee Members noted above with the exception of Mr. Dorsey, and appointing
George Weber and Peggy Savary to the Committee for two-year terms.
FISCAL IMPACT:
No fiscal impact to City funds. . .

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING MEMBERS TO THE CITY OF CARLSBAD’S
COMMUNITY DEVELOPMENT BLOCK GRANT/HOME INVESTMENT
PARTNERSHIP FUNDING ADVISORY COMMITTEE FOR PROGRAM YEAR
2001-2002.
WHEREAS, the Citizen Participation Plan for C&bad’s Community Development Block Grant
(CDBG) Program specifies the formation of a seven member citizen advisory committee to make
recommendations regarding CDBG funding allocations to the City Council; and
WHEREAS, the Citizen Participation Plan further specifies that the City Council shall appoint
seven members to the CDBG Funding Advisory Committee with the following representation: one Housing
Commissioner, one Planning Commissioner, one Senior Commissioner, and four citizens-at-large (one from
each City Quadrant); and
WHEREAS, the City Council appointed Ann L’Heureux, Ed Scarpelli, Julio Ramirez, Sally
Harmon, Sally Lyon, and Steve Dorsey to the Advisory Committee for two-year terms on January 18,2ooO;
and
WHEREAS, Steve Dorsey has moved out of the City and will be unable to complete his two-year
term, and Mildred West has completed her two-year term.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the above recitations are true and correct.
2. That the appointments of Ann L’Heureux, Ed Scarpelli, Julio Ramirez, Sally Hannon and
Sally Lyon to the Advisory Committee are reaffirmed for Program Year 2001-2002.

3. That the City Council appoints the following new members to the Advisory Committee for two
year terms:
Seniors Commission Representative George Weber
Southeast Quadrant Representative Peggv Savarv
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of the City of
Carlsbad, California, held on the 12th day of December 2000, by the
following vote, to wit:
AYES: Council Members Lewis, Hall, Finnila, Nygaard and Kulchin.
NOES: None
ABSENT: None
ABSTAIN: None
