RECOMMENDED ACTION:
Adopt Resolution No. 200/ - 4 approving additional contingency funds for the construction of
Chinquapin Sewer Lift Station, 6-inch force main and &inch sewer, CMWD Project No. 97-401;
City Project No. 34941.
ITEM EXPLANATION:
On August 3, 1999, the City Council awarded a contract in the amount of $345,000 to Ahrens
Corporation for the construction of Chinquapin Sewer Lift Station, 6-inch force main and 8-inch
sewer. As of this date, the City has issued two change orders totaling $20,973. The change orders
were paid from the City contingency funds of $24,000 encumbered upon the award of the
construction contract, resulting in a balance of $3,027. Construction is 70 percent complete and is
expected to be complete by March 28, 2001.
Change orders to date resulted from various unforeseen activities, including the following:
a Installation of fossil filter at storm drain inlet in accordance with Coastal Commission
requirements.
0 Lowering of the gravity sewer and all affected components due to plan error.
0 Redesign and realignment of force main and access hole due to conflict with existing force
main and gas line.
0 Chinquapin Avenue repavement due to force main and gravity sewer realignment.
0 Redesign of site grading due to plan error.
ENVIRONMENTAL REVIEW:
The Planning Department has reviewed the documentation on the project and has issued a
categorical exemption in accordance with CEQA Section 15302 dated May 6, 1998. A Conditional
Use Permit (No. 99-12) was approved on August 4, 1999. On December 8, 1999, the California
Coastal Commission granted a Coastal Development Permit (No. 6-99-l 18) for the construction of
the Chinquapin Lift Station, including standard and special conditions that the City had to meet
prior to start of construction. A Notice of Acceptance was subsequently issued by the California
Coastal Commission on March 1, 2000, after the City fulfilled the permit conditions.

FISCAL IMPACT:
Staff has determined that there are required changes in the electrical design that is anticipated to
cost more than the remaining contingency. Staff recommends that an additional contingency be
provided in the amount of $21,000 for the change in electrical design, soil and material testing, and
any additional unforeseen items that may arise prior to construction completion. Typical
contingency expense for projects of this magnitude is about 15 percent of the construction cost.
The original contingency amount of $24,000 is only 7 percent of the construction cost. The addition
of $21,000 requested herein results in what would be a contingency budget of $45,000 or 13
percent of the construction cost - still within the normal range. There are appropriations available
for the increased contingency.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, FOR APPROVING ADDITIONAL
CONTINGENCY FOR CONSTRUCTION OF CHINQUAPIN SEWER

6 WHEREAS, additional contingency funds are required to proceed with the construction of
the Chinquapin Sewer Lift Station, 6-inch force main and 8-inch sewer; and

WHEREAS, the previous contingency funds for the City’s portion of the work in the
amount of $24,000 have been used to pay for two change orders in the amount of $20,973; and
9 WHEREAS, City Council has previously appropriated a total of $450,000 in the 2000-01
10 Capital Improvement Program for the construction, administration, and inspection of said project,
11 which is sufficient to complete the project, including the additional contingency; and
12 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows: 13
1. That the above recitations are true and correct.
14 2. That the City Manager is hereby authotized to approve construction change
I5 orders in the amount up to $45,000.

17 PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
18 held on the 9th day of January , 2001 by the following vote, to wit:
