ACCEPTANCE OF CARLSBAD SWIM COMPLEX MTG. l/9/01 SOLAR SYSTEM RENOVATION I DEPT. PW/GS I

RECOMMENDED ACTlON:
Adopt Resolution No.dm/ c d accepting the work in accordance with Contract No. FACOO-09 as complete, and direct the City Clerk to have the Notice of Completion recorded and to release the bonds
thirty five (35) days after recordation.
lTEM EXPLANATION:
On August 152000, the City Council awarded a contract to Summit Mechanical, Inc. for $65,316.
Contract No. FACOO-09 is for the renovation of the solar heating system at the Carlsbad Swim Complex, which required the removal of the old solar panels, installing and testing the new panels, and on-site
operator maintenance training for the new system. The solar system that was replaced exceeded its
twelve-year life expectancy by several years. In addition, the system had over 100 small leaks and was
beyond repair. Staff estimates that the new solar system will save the City $17,000 to $20,000 a year in
energy costs.
There were two change orders that increased the contract amount by $6,203. The first change order
($7,598) allowed the contractor to enhance the performance of the new solar system. Specifically, the
contractor installed redwood support panels to help eliminate wear and stress on the panel headers (the
redwood support panels were also recommended by the manufacturer). In addition, the contractor
replaced numerous and various valves that were in poor condition such as the solenoid valve that is used as a freeze protection device. The second change order ($605) allowed the contractor to install
automatic air vents to the solar panel frames to ensure full water flow. Without the automatic air vents, the frames would air lock and no water flow would be attainable.
The actual construction took a total of 45 working days from start to finish, and this project is now
complete. The contractor’s work is acceptable to the Public Works Manager/General Services and to
the Aquatic Supervisor.
FISCAL IMPACT:
Funding for this project is appropriated in the Capital Outlay Program account.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING THE WORK AS COMPLETE AND DIRECTING THE RECORDATION OF THE NOTICE OF COMPLETION FOR SWIM COMPLEX SOLAR SYSTEM RENOVATION
WHEREAS, the City Council of the City of Carlsbad has previously appropriated funds for
,, the Swim Complex Solar System Renovation, hereinafter referred to as the “Project;” and
12 WHEREAS, the City Council has previously awarded a construction contract for the

14 WHEREAS, the Project work has been satisfactory completed; and
15 WHEREAS, a Notice of Completion has been prepared for the Project; and
16 WHEREAS, the City Council hereby finds it necessary, desirable, and in the public interest
17 to accept the completed work for the Swim Complex Solar System Renovation.
