PRIMA FACIE SPEED LIMIT UPON
RANCH0 BRAVADO

RECOMMENDED ACTION:
Introduce Ordinance No. NS- 5dd to establish a prima facie 35 mile per hour speed limit upon
Ranch0 Bravado from Melrose Drive to Paseo Monona.
ITEM EXPLANATION:
Ranch0 Bravado is unclassified on the Circulation Element of the General Plan and is located in
the Ranch0 Carrillo development. It follows a curvilinear alignment for a distance of 0.64 miles with
roadway grades varying from 1 .O% to 6.11%.
Ranch0 Bravado is a two-lane road and has been built to city standards with curb and gutter,
sidewalks and street lights. It is 48-feet wide easterly of Paseo Valindo and has an Average Daily
Traffic (ADT) volume of 2,800 vehicles east of Melrose Drive and 1,900 vehicles west of Paseo Valindo. Only one accident has been reported on Ranch0 Bravado in the last two years.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish
a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey.
The Engineering and Traffic Survey considers such factors as the number of collisions that have
occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight
distance, and conditions that may not be readily apparent to the driver.
At their meeting on October 2, 2000, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to establish a prima facie speed limit upon Ranch0 Bravado.
The Commission recommended by a 3-O vote to establish a 35 mile per hour prima facie speed
limit upon Ranch0 Bravado from Melrose Drive to Paseo Monona.
The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic
Engineer.
FISCAL IMPACT:
Installing two speed limit signs on Ranch0 Bravado between Melrose Drive and Paseo Monona will
cost about $250.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44,
OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF
SECTION 10.44.660 TO ESTABLISH A PRIMA FACIE 35 MILE
PERHOUR SPEED LIMIT UPON RANCH0 BRAVADO FROM
MELROSE DRIVE TO ITS INTERSECTION WITH PASEO MONONA.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended
)y the addition of Section 1044.660 to read as follows:
“1044.660 Ranch0 Bravado: Upon Ranch0 Bravado from
Melrose Drive to its intersection with Paseo Monona, the prima facie speed limit shall be thirty-five miles per hour”.
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption
and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to
)e published at least once in a newspaper of general circulation in the City of Carlsbad within
ifteen (15) days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
9th day of Januarv ,2001, and thereafter,
