Intersections All-Way StopsESTABLISH AN ALL-WAY STOP AT TWO INTERSECTIONS ON PLUM TREE ROAD RECOMMENDED ACTION: Introduce Ordinance No. Ns-567 to install STOP signs on Plum Tree Road at the intersections of Bluebonnet Drive and at Coneflower Drive. Introduce Ordinance No. r;\S- 56 ($ to require stops for streets intersecting Plum Tree Road. ITEM EXPLANATION: At their meeting of December 12, 2000, the City Council heard a request from a resident living on Plum Tree Road to review the Traffic Safety Commission recommendation regarding the placement of STOP signs on Plum Tree Road. After considering the concerns of several residents, the City Council directed the matter back to the Traffic Safety Commission, by a 3-2 vote, to determine which two intersections on Plum Tree Road to establish an ALL-WAY STOP. The Traffic Safety Commission considered this matter at their January 8, 2001 meeting. One citizen spoke to the Commission and indicated concurrence with establishing an ALL-WAY STOP intersection at Bluebonnet Drive and at Coneflower Drive. After significant discussion, by a 3-2 vote, the Commission recommended establishing ALL-WAY STOP intersections on Plum Tree Road at the intersection of Bluebonnet Drive and also at Coneflower Drive. Streets intersecting Plum Tree Road currently have STOP signs installed. The attached ordinance will codify the existing STOP locations at the intersections of Red Knot Road, Robinea Drive, Bluebonnet Drive, Windflower Drive, and Coneflower Drive. The STOP condition on Hidden Valley Road intersecting Plum Tree Road has been previously addressed by the City Council. FISCAL IMPACT: Installing STOP signs, STOP AHEAD signs, pavement legends and limit lines will cost about $2,500. EXHIBITS: 1. Location Map. 2. Drivers shall stop where the following described street intersects Bluebonnet Drive: 9 Plum Tree Road.” 10 SECTION 2: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended 11 by the addition of Section 10.28.600 to read as follows: 12 “10.28.600 Coneflower Drive. The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended 3y the revision of Section 10.28.440 to read as follows: ‘10.28.440 Plum Tree Road. Drivers shall stop where the following described streets intersect Plum Tree Road: Hidden Valley Road Red Knot Road Robinea Drive Bluebonnet Drive Windflower Drive Coneflower Drive.” EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to )e published at least once in a newspaper of general circulation in the City of Carlsbad within ‘ifteen (15) days after its adoption.
