RECOMMENDED ACTION:
Adopt Resolution No. &% \ * 3 b approving Amendment No. 4 to the Professional Engineering Services Agreement with Dokken Engineering for Ranch0 Santa Fe Road, Phases 1 & 2,
Project No. 3190.
ITEM EXPLANATION:
In 1987, the City Council made the decision to realign Ranch0 Santa Fe Road from La Costa
Avenue to Melrose Drive. Through a thorough consultant selection process, Dokken Engineering
was retained as the best qualified bridge design and engineering firm to provide the services
needed for the project. The final design plans, specification and estimates for both phases 1 and 2
of the road project are nearing completion. During the course of the design process, the City
Engineering Department and Dokken Engineering have been coordinating efforts with other utility
agencies to include master plan facilities into the roadway as part of the construction process.
Coordination has also been ongoing with the adjacent property owners to facilitate placing wet and
dry utility lines into the roadway to facilitate future development with minimal disturbance to traffic
utilizing the new road alignment.
The additions to the design to be implemented with this amendment are the results of the
coordinated effort described above. In addition, the City of Carlsbad will be incorporating the
realignment of Melrose Drive and Corintia Street that was originally part of the Ranch0 Santa Fe
Road realignment and widening project being undertaken by the City of San Marcos. Due to the
delayed timing of the San Marcos project, the realignment of Melrose Drive and Corintia Street is now a better fit into the Carlsbad project.
Portions of the work included in this amendment involve facilities that either belong to other
agencies or are the responsibility of the adjacent landowner. The respective agency and the
adjacent landowner will reimburse the City of Carlsbad for the cost of designing these facilities. The respective agency and the adjacent landowner will also reimburse the City of Carlsbad for the
construction of these facilities.
Staff recommends that the City Council approve Amendment No. 4 to the agreement with Dokken
Engineering, to provide additional engineering services for the final plans, specifications and cost estimates to implement the additional facilities. The budget for Amendment No. 4 is $435,090
($396,090 plus $40,000 contingency).
FISCAL IMPACT:
The estimated cost for the additional engineering services, including contingency, is $435,090.
However, portions of this estimated cost are subject to reimbursement by other public agencies and
the adjacent landowner as listed below:

Therefore, the net cost to the City of Carlsbad is estimated to be $174,492.
There are sufficient funds available from existing appropriations for this amendment to the
agreement.
The City Council, at their meeting on June 2, 1992 passed Resolution No. 92-152 certifying
EIR No. 91-l. The City Council, at their meeting on April 25, 2000 passed Resolution No. 2000-128 approving Addendum No. 2 to the Final EIR for Ranch0 Santa Fe Road. This EIR covers the
realignment and widening of Ranch0 Santa Fe Road from La Costa Avenue to Melrose Drive.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING AMENDMENT NO. 4 TO THE CONSULTANT AGREEMENT WITH DOKKEN ENGINEERING
FOR PROFESSIONAL ENGINEERING SERVICES FOR RANCH0
SANTA FE ROAD, PHASES I& 2, PROJECT NO. 3190.
WHEREAS, the City Council of the City of Carlsbad, California consider it necessary and
in the public interest to approve and accept Amendment No. 4 to the consultant agreement with
~ Dokken Engineering, in the amount of $395,090, for additions to the final plans, specifications
~ and estimates for phases 1 & 2’ and for a design contingency of $40,000 for a total cost of
$435,090; and
WHEREAS, the contractor, Dokken Engineering possesses the necessary skills and
qualification to provide the needed services; and
WHEREAS, Subsection 3.28.172(c)(l) of the Cansbad Municipal Code authorizes the
City Manager to approve change orders in an amount equal to the contingency set at the time of
contract award; and
WHEREAS, an amendment to the consultant agreement with Dokken Engineering has
been prepared and submitted hereto.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

That Amendment No. 4 to the agreement between the City of Carlsbad and

and directed to execute said amendment. 23

4. The City Clerk is authorized and directed to forward copies of the signed
Amendment No. 4 to Dokken Engineering as well as the Engineering department for processing.

AMENDMENT NO. 4 TO AGREEMENT FOR
SURVEY, MAPPING AND DESIGN SERVICES FOR RANCH0 SANTA FE ROAD, PROJECT NO. 3190
This Amendment is entered into and effective as of the 22nd day of
February , 2ooL_, amending the agreement dated February 10, 1998, by and
between the City of Carlsbad, a municipal corporation, hereinafter referred to as “City”, and
Dokken Engineering, Inc., hereinafter referred to as, “Contractof for survey, mapping and
design services.
RECITALS
WHEREAS, the initial agreement, dated February 10, 1998, identified a scope of
work for preparation of typography, surveying and preliminary design; and
WHEREAS, the parties to this aforementioned agreement desire to alter the
scope of work as follows: Add additional items to the final design, modify portions of design
and combined Phase 1 and Phase 2 plans, specifications and estimate in one project for
bidding and construction, all as detailed on attached Exhibit “A”; and
WHEREAS, a supplemental scope of work and fee schedule have been
negotiated and agreed to between the parties hereto, and as shown on Exhibit “A” Scope of
Services and Fee;
NOW, THEREFORE, in consideration of these recitals and the mutual covenants
contained herein, City and Contractor hereby agree as follows:
1. Contractor shall provide services as outlined on the attached Exhibit “A”.
2. City shall pay Contractor for all work associated with Paragraph 1 above,
on a time and materials basis not-to-exceed $395,090. Contractor shall provide City on a
monthly basis, copies of invoices sufficiently detailed to include hours performed, hourly rates,
and related activities and costs for approval by City.

3. Contractor shall complete all work outlined on the attached Exhibit “A” by
February 9, 2002, or by expiration of the agreement amended hereby.
4. All other provisions of the aforementioned agreement entered into on
February 10, 1998, by and between City and Contractor shall remain in full force and effect.
5. All requisite insurance policies to be maintained by the Contractor shall
include coverage for the amended assignment and scope of work.
