RECOMMENDED ACTION:
Adopt Resolution No. do0 \- 37 approving adjustments in the vehicle allowance for
Mayor, Mayor Pro Tern and members of’the City Council as and for reimbursement for their
actual and necessary travel in the performance of their duties.
ITEM EXPLANATION:
The vehicle allowance for the Mayor, Mayor Pro Tern and members of the City Council has
not been adjusted since 1989. At that time vehicle allowances for the Mayor, Mayor Pro Tern
and members of the City Council were $350 per month and $250 per month, respectively.
The costs for owning, operating and insuring a vehicle have substantially increased since
1989 and it is appropriate that these allowances be increased $100 per month for the Mayor,
Mayor Pro Tern and City Council members to more accurately reflect the actual out-of-pocket
costs incurred. The Mayor, Mayor Pro Tern and Council Members serve on the following
regional boards and commissions requiring travel:
. SANDAG
l County Library Authority
l Highway 78 Corridor Committee
. NCTD
. LAFCO
l League of California Cities
. SAFE
l San Diego County Water Authority
l Metropolitan Water District
l North County Mayors and Managers
In addition, members travel to attend numerous ad hoc meetings, educational seminars and
attend meetings hosted by other cities and legislative bodies, and engage in all manner of
fact finding trips in order to efficiently and effectively conduct the business of the City.
Elected officials are entitled to reimbursement for their actual and necessary expenses
incurred in the performance of their official duties pursuant to state law. (Cal.Govt.Code
$36514.5).
ENVIRONMENTAL REVIEW:
The adjustment of Council Members’ vehicle allowance is not a project within the meaning of
the California Environmental Quality Act and no review is required.
FISCAL IMPACT:
Increasing the Mayor, Mayor Pro Tern and Council Members’ vehicle allowance as explained
above will result in an annual expenditure of $6,000.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, INCREASING THE VEHICLE
ALLOWANCE FOR THE MAYOR, MAYOR PRO TEM AND
COUNCIL MEMBERS OF $100 PER MONTH AS
REIMBURSEMENT FOR ACTUAL AND NECESSARY
EXPENSES IN THE PERFORMANCE OF THEIR DUTIES
WHEREAS, the last adjustment to vehicle allowances for the Mayor,
Mayor Pro Tern and members of the City Council occurred in 1989; and
WHEREAS, the City Council has determined that it is appropriate to make
adjustments in members’ vehicle allowance to reflect the increases in costs of owning,
operating and insuring a vehicle; and
WHEREAS, the City Council has determined that this increased
allowance will not exceed the actual and necessary out-of-pocket costs for travel; and
WHEREAS, California Government Code section 36514.5 authorizes
members of the City Council to be reimbursed for their actual and necessary expenses
incurred in the performance of their official duties; and
WHEREAS, the City Council has determined that its travel demands have
increased by virtue of the increased population of residents, increased frequency of
attending meetings, workshops, educational seminars, regional roles and
responsibilities among others,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.

2. That the vehicle allowance for the Mayor shall be increased from $350
per month to $450 per month and the vehicle allowance for the Mayor Pro Tern and
members of the City Council shall be increased from $250 per month to $350 per
1 month.
3. That the Finance Director is directed to take such necessary and
1 appropriate steps to transfer the necessary funds to the City Council’s budget to cover
~ this increased expenditure.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City
Council of the City of Carlsbad held on the 13th day of February I
2001 by the following vote, to wit:
AYES: Council Members Lewis, Kulchin, Finnila, Nygaard and Hall.
NOES: None
ABSENT: None
