RECOMMENDED ACTION:
Adopt Resolution No. 3q/-5? accepting the bid of $24,879 and awarding the contract to
Park Specialties to furnish and install toddler playground equipment and rubberized surfacing
at Cannon Park, Bid No. PKS 01-02.
ITEM EXPLANATION:
Improvements are needed at the tot lot of Cannon Park. Specifically, toddler playground
equipment, for children between the ages of 2-5 years, needs to be installed that meets all
Americans with Disabilities Act (ADA) standards, as well as recent legislation regarding
safety compliance. In addition, approximately 500 square feet of cushioned rubberized
surfacing will be installed to provide access to the playground equipment.
On December 18, 2000, staff began soliciting “Request for Bids” to qualified contractors.
Two bids were received, opened, witnessed and recorded on February 1, 2001. The bids
were reviewed by the staff of Purchasing and the General Services of Public Works and
were as follows:
Park Specialties, Inc. $24,879
Ross Recreation Equipment Company $28,422
Park Specialties submitted the lowest bid. Therefore, staff recommends the contract be
awarded to Park Specialties, the lowest responsive bidder, in the amount of $24,879. The
contractor’s registration and insurance are in order and references are satisfactory. Contract
documents are on file in the General Services of Public Works office.
ENVIRONMENTAL REVIEW:
This project has been determined to be exempt from environmental review per CEQA- Class
1 (c), Minor alteration of existing facility.
FISCAL IMPACT:
The project cost is $24,879. Funds were previously appropriated in the C.I.P. adoption and
sufficient funds are available for this project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AUTHORIZING THE EXECUTION A CONTRACT TO FURNISH AND JNSTALL TODDLER PLAYGROUND EQUIPMENT AND RUBBERIZED SURFACING AT CANNON PARK - BID NO PKS 01-02
WHEREAS, bids have been received by the City of Carlsbad, California to furnish and
install toddler playground equipment and rubberized surfacing at Cannon Park; and
WHEREAS, the lowest responsive bid received was submitted by Park Specialties in the
amount of $24,879; and
WHEREAS, the total cost of this project is $30,000 including contingency funds; and
WHEREAS, sufficient funds are available in the Capital Improvement Program budget.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad as
follows:
1. That the above recitations are true and correct.
2. The bid of $24,879 by Park Specialties to furnish and install playground equipment
and rubberized surfacing at Cannon Park, Bid No PKS 01-02 is hereby accepted and
II the Purchasing Officer is hereby authorized to execute a purchase order for this
project.
3. That the Mayor of the City of Carlsbad is hereby authorized and directed to execute
a contract for and on behalf of the City of Carlsbad.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 20th dayof February , 2001 by the following vote, to wit:
