RECOMMENDED ACTION:
Adopt Resolution No. dad/-&elegating the responsibility of the maintenance,
monitoring and approval of minor health plan changes of the various health insurance
contracts to the City Manager, or his/her designee.
ITEM EXPLANATION:
The City of Carlsbad has health insurance contracts with various vendors to provide
medical, dental, vision and other health and welfare benefits to City employees. From time
to time, these vendors modify and update the content of their contracts to reflect minor plan
changes and clarifications.
Staff is recommending that the maintenance, monitoring and approval of minor health plan
changes be delegated to the City Manager, or his/her designee. Approval for all major
health plan changes is to remain with the City Council.
FISCAL IMPACT:
This resolution will have no fiscal impact.

RESOLUTION NO. 2001-60
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, DELEGATING THE RESPONSIBILITY
OF MAINTENANCE, MONITORING AND APPROVAL OF MINOR
PLAN CHANGES OF HEALTH PLAN CONTRACTS TO THE CITY
MANAGER, OR HIS/HER DESIGNEE.
WHEREAS, the City Council has the authority to contract with various providers
for the provision of health and welfare benefits for City employees;
WHEREAS, the City Council has the authority to delegate the responsibility of
the maintenance, monitoring and approval of minor plan changes to the City’s health plan
contracts;
WHEREAS, the City Council wishes to delegate this responsibility to the City
Manager, or his/her designee;
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of
Carlsbad as follows:
1. That the above recitations are true and correct.
