ENG PROJECT NO. 3571 +?A CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. (;I 001 a 6 7 approving an agreement with Hunsaker & Associates to provide engineering and surveying services for the City Boundary and Control Network Monumentation Project, Project No. 3571. ITEM EXPLANATION: In the 1997/1998 fiscal year, the City Council authorized and budgeted the first funds for the monumentation of the City boundary. The main priority is monumentation along major streets that cross the City boundary. An exact location of the City boundary is needed by Police, Traffic, Risk Management and Code Enforcement to resolve jurisdictional questions. The City of Carlsbad Geographic Information System (GIS) has been assembled using base parcel data created by the Carlsbad Municipal Water District, and updated as new subdivision maps recorded. As data collection continues towards the level of individual utilities, survey control is becoming important. Creation of an accurate, reasonably dense control network will permit the GIS information to be accurately registered, and will allow new subdivisions to tie to the established network. Staff prepared a Request for Qualifications that was sent to seven firms. Four design consultants responded to the Request for Qualifications and were evaluated based on the experience and expertise in completion of similar projects. Hunsaker & Associates was determined to be the best qualified applicant by a five-person selection committee. ENVIRONMENTAL REVIEW: The proposed City Boundary and Control Network Monumentation Project was found by the Planning Director to be categorically exempt from the environmental review process under Section 15301 Class l(c) of the Public Resources Code (California Environmental Quality Act). FISCAL IMPACT: The proposed budget for the City Boundary and Control Network Project is $150,000. After deducting encumbered funds, the available balance is $135,970. Hunsaker & Associates proposes to complete the project for $132,672. EXHIBITS: 1. City of Carlsbad Boundary, Monumentation and Control Network (W.O. 2322-3) December 21,200O Page 5 STANDARD PROVISIONS OF AGREEMENT BETWEEN CLIENT AND CONSULTANT GENERAL UNDERSTANDINGS AND ASSUMPTIONS The fee proposal is based upon the Request for Qualifications for the City of Carlsbad Boundary, Monumentation and Survey Control Network dated October IO, 2000. Governmental agency fees or charges are to be the responsibility of the client. This fee proposal includes only that work detailed in the Scope of Work. All additional work will be performed on a time and material basis or under a separate contract. PROJECT SPECIFIC UNDERSTANDINGS AND ASSUMPTIONS This fee proposal assumes that there are adequate existing boundary monuments within a reasonable distance from each of the thirteen (13) intersection locations to determine the intersection of the City boundary with each existing road. Additional work, and therefore additional cost, will be incurred for survey work needed to supplement any missing monuments. City approval will be required prior to any additional work. This fee proposal is based on establishing a total of 153 monuments at a ‘/2 mile grid in the control network. Should the total number of monuments be reduced by the City, this proposal shall be adjusted according to the following scale: a. I-10 monuments = $300/per monument. b. lo-20 monuments = $31O/per monument. C. 20-30 monuments = $320/per monument. d. 30-40 monuments = $335/per monument. e. 40-50 monuments = $350/per monument. This proposal does not apply to more than fifty (50) monuments as that would change the overall scope of this project. Hunsaker & Associates anticipates that the computed City boundary as described in Line Number 16, can be accomplished from available public record documents. If during the course of our work it is discovered that portions of the boundary cannot be resolved from record documents, we will consult with the City to find an agreeable solution to the boundary location. A cost has been included in this fee proposal to include five (5) upgraded monuments that meet 1” order specifications and nine (9) upgraded monuments that meet a modified 2”d order specification under Line 5 of the Scope of Work. A cost under Line 23 for Reimbursables\Blueprints\Deliveries has also been added. Hunsaker & Associates is pleased to offer as an option to this proposal , setting “City Limit” signs. These signs would be set on each side of the 13 streets specified in our proposal at Line Number 20, for a total of 26 signs. The installed cost for 26 signs is $5,850. Signage specifics are as follows: Install a 30” x 48” engineering grade reflective sign per CalTrans Specification G-9. Sign to be mounted on a 6-foot (4” x 4”) treated post with a metal backing bracket. Should the City desire us to perform this work, we can add the cost to our contract, or under a separate contract at the City’s preference.
