HR THE NATIONAL PUBLIC EMPLOYER LABOR RELATIONS ASSOCIATION (NPELRA) ANNUAL CONFERENCE 3ECOMMENDED ACTION: Adopt Resolution No. dOi# 7/ approving out-of-state travel for the Acting Human Resources Director to attend the National Public Employer Labor Relations Association Annual Conference in New Orleans, Louisiana. ITEM EXPLANATION: The National Public Employer Labor Relations Association (known as NPELRA) is a nation- wide organization of over 2,000 public sector professionals employed by federal, state and local governments, schools and special districts. NPELRA’s mission is to provide high- quality, progressive labor relations advice, provide legislative and judicial advocacy for its members, and provide opportunities for networking with other members employed in other members agencies throughout the country. As part of the committee that is planning the annual conference for the California chapter of this organization (CALPELRA), the City’s Acting Human Resources Director has been invited to participate in the NPELRA annual conference in April 2001. This conference will offer the opportunity to network and to share important information related to employee relations and labor relations in public agencies. FISCAL IMPACT: When the 2000-2001 budget was developed for the Human Resources Department, staff was unaware of the location for the NPELRA annual conference and this event was not specifically mentioned in the departmental travel detail. The cost for the Acting Human Resources Director to attend the three day conference in April will be approximately $2,100. Should Council approve this request for attendance, this amount will be absorbed by the current department budget and will therefore have no additional fiscal impact. EXHIBITS: 1. WHEREAS, the National Public Employer Labor Relations Association Annual Conference is an educational and informational forum; WHEREAS, the City Council concurs that it is in the public interest to authorize out- of-state travel for the Acting Human Resources Director to attend the National Public Employer Labor Relations Association Annual Conference in New Orleans, Louisiana. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That out-of-state travel is hereby authorized, in accordance with City policy, for the Acting Human Resources Director to attend the National Public Employer Labor Relations Association Annual Conference in New Orleans, Louisiana. PASSED, APPROVED, AND ADOPTED at a regular meeting of the City Council of the City of Carlsbad held on the 6th dayof March ,2001, by the following vote, to wit: AYES: Council Members Lewis, Kulchin, Finnila, Nygaard and Hall.
