ENG RECOMMENDED ACTION: CITY All-Y. CITY MGR. % Introduce Ordinance No. fls-5 78 to establish a prima facie 50 mile per hour speed limit upon College Boulevard from Palomar Airport Road to its intersection with El Camino Real. ITEM EXPLANATION: College Boulevard is designated as a major arterial on the Circulation Element of the General Plan. It has a posted prima facie speed limit of 45 miles per hour, established in 1990. The design speed for a major arterial is 50 miles per hour. The road is 1.8 miles in length and follows a cunrilinear alignment. It is constructed as a four-lane, divided roadway with bicycle lanes on each side. Curb and gutter, sidewalk and street lights have also been constructed. The median is landscaped and includes a textured concrete surface. Traffic signals have been constructed on College Boulevard at the intersections of Aston Avenue and Faraday Avenue. Salk Avenue intersects College Boulevard in a ‘T’ configuration with no controls on College Boulevard. Where College Boulevard intersects Palomar Airport Road and also El Camino Real, traffic signals have been constructed. College Boulevard has a daily traffic volume of 13,925 vehicles between Palomar Airport Road and Aston Avenue. The middle segment of College Boulevard, Aston Avenue to.Faraday Avenue, has a daily traffic volume of 10,047 vehicles and north of Faraday Avenue the daily traffic volume is 8,009 vehicles. Traffic counts were obtained in Summer 2000. Speed surveys were conducted on College Boulevard at a point north of Palomar Airport Road and also at a point south of El Camino Real. The critical speeds (85M percentile) were found to be 52 and 50 miles per hour, respectively. Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. The Engineering and Traffic Survey considers such factors as the number of collisions that have occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight distance, and conditions that may not be readily apparent to the driver. At their meeting on November 6, 2000, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to revise the prima facie speed limit upon College Boulevard. The Commission recommended by a 3-O vote to establish a 50 mile per hour prima facie speed limit upon College Boulevard from Palomar Airport Road to El Camino Real. The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic Engineer. FISCAL IMPACT: Installing eight speed limit signs on College Boulevard between Palomar Airport Road and El Camino Real will cost about $1,000. EXHIBITS: 1. Location Map. 2. "_NS-578 2 3 4 5 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE REVISION OF SECTION 10.44.350 TO ESTABLISH A PRIMA FACIE 50 MILE PER HOUR SPEED LIMIT UPON COLLEGE BOULEVARD FROM PALOMAR AIRPORT ROAD TO ITS INTERSECTION WITH EL CAMINO REAL. 6 7 8 9 10 11 12, 13 14 The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended by the revision of Section 10.44.350 to read as follows: “I 0.44.350 Colleue Boulevard: Upon College Boulevard from Palomar Airport Road to its intersection with El Camino Real, the prima facie speed limit shall be fifty miles per hour.” EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be published at least once in a newspaper of general circulation in the City of Carisbad within fifteen (15) days after its adoption. 15 18 17 18 19 20 INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the 6th day of March ,2001, and thereafter, PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on the day of I 2001 by the following vote, to wit: AYES: NOES: 21 ABSENT: 22 23 24 CLAUDE A.
